PROJECT LEAD AND PARTNERSHIP MANAGER

CONTEXTUALISATION:

Project Information : The project Thrive Together: Empowering young people with disabilities in Asia aims at improving access to employment and entrepreneurship for youth with disabilities in the Philippines, Indonesia, and Vietnam. In Vietnam, in a span of 24 months, the project will support at least 110 youth with disabilities to access to decent and meaningful employment and increasing economic resilience especially in times of crisis and disaster. At the same time, the project will work with private and government offices, civil society organizations (CSOs), technical-vocational education and training (TVET) institutions, and organizations of persons with disabilities (OPDs) in building their capacities to promote workplace inclusion and inclusive service delivery.

About the position :Reporting to the Thrive Together PM (Based in Manila) and functional reporting to HI Vietnam Country Manager (CM), the Project Lead and Partnership Manager (PLPM) contributes to the implementation of the mandate and the 3-year strategy of Humanity & Inclusion in Vietnam. The PLPM will ensure optimal quality and impact of the implementation of the Thrive Together project in Vietnam by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, the PLPM shares responsibility for the sound management and effective functioning of the global organisation.

Line Manager : Thrive Project Manager (PM)

Duty Station : Ho Chi Minh City (with occasional travels to HI Vietnam headquarter in Hanoi and project operations sites in the Philippines and Indonesia)

RESPONSIBILITIES AND TASKS

1.       Management

  • Line manages the Thrive Together Technical Officer (TO) in Vietnam :
    • Sets individual objectives, evaluates individual performance, contributes towards the professional career development, and monitors competences of the TO.
  • Organises and leads regular team and coordination meetings for Thrive Together project operations in Vietnam
  • Oversees the onboarding, selection, and partnership management with selected implementing partner in Vietnam
    • Adjusts the Terms of Reference and implementing partner selection process to fit the local context.
    • Sets out the Partnership Agreement, governance and coordination structure in Vietnam, and other requirements.
    • Works closely with the Thrive Together Project Manager (PM) in the Philippines and TO to ensure the effective implementation of Thrive Together project operations in Vietnam.
    • Coordinated with the Support Service Manager (SSM) in Vietnam to ensure national compliances.
  • Ensures strict application and respect of the program’s Internal Regulations by the project team.

2. Expertise

  • Provides the technical expertise for the Thrive Together project
    • With close coordination from the Thrive Together PM, ensures that the activities implemented by the Thrive Together implementing partner in Vietnam comply with international technical norms and standards 
    • Adapts the project documentation to international technical norms and standards, when necessary
    • Runs technical training for the TO when relevant
    • Is in charge of the technical quality and relevance of project activities implemented within the PLPM’s scope of expertise
    • Ensures technical learning from projects by drawing on lessons learned and good practices
    • Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
    • Adjusts his/her activities to audit recommendations, if applicable
  • Manages relationships with technical authorities, local partners or other stakeholders.
  • In coordination with the Technical Division and Thrive Together PM, helps to coordinate technical professional development and facilitate a community of practice.

3.       Implementation and monitoring

  • In coordination with the Technical Officer and Thrive Together PM, ensures project implementation in Vietnam, in collaboration with the relevant services and in line with general standards and procedures :
    • Ensures the planning of activities and establishes action plans
    • Ensures that activities are implemented in line with the project proposal and the allocated budget
    • Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
    • Prepares and monitors partnership agreements with implementing partners and other potential partners
    • Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on the Thrive Together project
    • Coordinates and collaborates with relevant internal services, especially logistics, finance and technical resources
  • Ensures project data management for Thrive Together operations in Vietnam
    • Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
    • Ensures that data related to the project is collected and compiled in the project database
    • Carries out regular verifications and makes any necessary corrections in the activity database
  • Ensures project reporting related to Thrive Together operations in Vietnam
    • Monitors the achievement of results and indicators, as per the logical framework
    • Support the Thrive Together PM in producing the appropriate reporting tools: monthly situation report, PM Box
    • Reports regularly to the HI Vietnam Country Manager
    • Supports the Thrive Together PM in preparing reports for the donor when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
    • Guarantees the proper archiving of information
  • Supports the Thrive Together PM in project evaluation activities
    • Plans and monitors the Thrive Together mid- and final project evaluations
    • Produces project capitalization and learning from experience material

4. Influence and communication

  • Contributes to HI’s external influence by participating in relevant networks
  • Communicates on the project to partners, authorities and stakeholders when relevant

5.       Strategy and business development

  • Contributes to programme or country operational strategy (StratOp)
  • Drafts new project proposals for the continuity or expansion of the project
  • Contributes to the drafting of new proposals for new opportunities

PROFILE REQUIRED

Knowledge and educational background

  • The different schools of thought and explanatory models of disability
  • The international human rights frameworks
  • The strategies for fighting exclusion and discrimination
  • The technical issues concerning his/her service sector
  • Full knowledge of at least one profession in his/her sector

Experiences and practice

  • Producing institutional communication written in Vietnam’s working language
  • Producing clear, concise and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment
  • Using active listening techniques and applying them in the appropriate situations
  • Negotiating and managing problems and conflicts
  • Establishing clear frameworks, rules and limits
  • Creating and maintaining conditions that motivate the target public; mobilising and supporting different groups of stakeholders (families, communities, local authorities, etc.)
  • Planning, implementing and evaluating activities on his/her project (team and individual)
  • Anticipating and adapting to the needs of the beneficiaries and to unexpected circumstances
  • Conducting on-going evaluations of activities and outcomes
  • Promoting participation and cooperation in the activities on his/her project
  • At least 2 years of experience in his/her professional field

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed term contract of 24 months/ starting from Oct 2022
