Project Manager

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Project Manager for the Piloting Pyrolytic Cookstoves and Sustainable Biochar Soil Enrichment in Northern Vietnam Uplands (Stove) project.

Project Officer Position information:
Position title:            Project Manager
Reporting to:            Disaster Risk Reduction/Climate Change Program Manager
Contract:                 From start working day to 30 November 2012
Base in:                  Hanoi with regular travel

Position Summary:
The Project Manager of the Piloting Pyrolytic Cookstoves and Sustainable Biochar Soil Enrichment in Northern Vietnam Uplands (Stove) project will be responsible for the overall management of the project including budget and log-frame. The Project Manager will ensure the timely input of all project partners, including the Project Advisory Group, and support partners with technical as well as management support. The Project Manager will facilitate quarterly project implementation meetings, ensure timely internal and external reporting, and conduct regular monitoring visits to project sites together with partners.

The Project Manager will coordinate the development and implementation of a M&E plan as well as a Dissemination plan for the project to ensure rigorous monitoring, evaluation, and documentation of project results, and subsequent dissemination of such.

Reporting Relationships:
The Project Manager (PM) will report directly to the Disaster Risk Reduction & Climate Change Program Manager of CARE International in Vietnam. In addition the PM will work closely with the Rural Development and Climate Change Advisor of CARE International in Vietnam.

There will be no full time staff under the direct supervision of the PM, but the PM will coordinate the input of the project partners to the project, which includes several part time staff as well as consultant inputs. 

Duties:
- Responsible for the overall management of the project including the project budget and log-frame and ensure desired quality of the project.
- Coordinate the timely input of all project partners, including the Project Advisory Group.
- Ensure the smooth cooperation between the partners of the project, including between local partners and international experts.
- Support project partners in the implementation of the project including preparation of partner contracts, technical support, development of work plans etc.
- Develop and implement a Monitoring & Evaluation plan for the project.
- Develop and implement a detailed Dissemination Plan for the project, including analysis of key audiences and appropriate forms of communication.
- Responsible for the delivery of outputs regarding the replication and up-scaling potential of the stoves, including manufacturing and marketing options, and analysis of scaling up potential.
- Prepare and facilitate Quarterly Project Implementation Meetings together with all project partners
- Conduct regular monitoring visits to the two project sites together with partners.
- Coordinate visits by the projects Technical Experts
- Prepare regular project status reports timely, internally and to the project donor.
- Coordinate final evaluation and reporting

Selection Criteria:
- An University degree or higher in a relevant field.
- A minimum of 3 years experience in a project management position.
- Extensive experience with conducting applied research, preferably within a similar field.
- Extensive knowledge of rural development, preferably related to household energy and agriculture.
- Good leadership and interpersonal skills
- Good facilitation, team work and partnership management
- Excellent problem solving skills
- Good English report writing skills
- Good coordination and communication
