Project Manager

HealthBridge is an international, non-profit, non-governmental organization that aims to identify, understand and bridge gaps in public health, including gaps between needs and technologies, evidence and policies, and policies and practice. HealthBridge has been operating in Vietnam since 1993 in the areas of Reproductive Health, Nutrition, Tobacco Control, HIV prevention, Gender, Livable City, Prevention of Non-Communication Diseases, and Alcohol Control.

HealthBridge is currently looking for a qualified Vietnamese National to fill the position of Project Manager (PM) for its projects aiming to strengthen the alcohol control legislative environment in Vietnam through the generation of evidence that will support the development, and ultimately the implementation, of a strong national Alcohol Control Law. The evidence to be generated by the projects includes research on policies and practices on alcohol tax and price, barriers and challenges for the enforcement of and compliance with policies, as well as opportunity costs of alcohol use and the inherent link between alcohol abuse and poverty. Health promotion and policy advocacy approaches will be key to reach the goal of health for people in these projects.

Overall responsibility:

The Project Manager for alcohol projects will base in Hanoi and work closely with partners from relevant sectors including Ministry of Health (MOH), Ministry of Finance (MOF), as well as research institutions in the link with other ongoing projects at HealthBridge. The Project Manager will also coordinate all project activities under guidance of the HealthBridge’s Technical Advisor and project oversight leader.

The position is full time for a period of 12 months, starting in February 2014 and subject to a renewal.

Specific responsibilities:

a)Project management:

  • Take overall responsibility for project planning and implementation; budget and activity management to ensure that the project produce the expected outputs and outcomes on timely basis;
  • Provide leadership and technical support to facilitate team coordination and collaboration with partners to effectively implement the project;
  • Work with various levels of Government Agencies, professional and relevant organizations to foster and ensure their support for and involvement in the project;
  • Monitor and provide regular updates on the project’s progress and identify and address challenges as they arise during the project’s implementation;
  • Prepare all technical/narrative reports and review financial reports.
  • Supervise the work of all project staff and consultants.

b)Communication and advocacy

  • Promote HealthBridge’s image in the field of alcohol control.
  • Build and maintain relationship with partners and technical advisors.
  • Facilitate in-country research approvals.
  • Lead efforts to strengthen decision-makers’ understanding of and support for alcohol control.
  • Represent HBV at workshops/seminars/conferences to share/disseminate information in alcohol control field.

c)Research

  • Provide technical input in research implementation, data analysis and report
  • Provide supervision of field research and data collection when needed.

Qualifications:

Essential:    

  • Master degree in public health/health economics/  social science or a related discipline
  • Minimum  3 years experience in project management
  • Experience in communication and policy advocacy.
  • Knowledge in research in public health, and/or health economics. Thorough understanding of Vietnamese government system and operation, especially in development policy and guidelines for policy compliance.
  • Strong communication skills (especially presentation and writing skills), sensitive, able to work with people of different backgrounds and social positions, including policy makers and the media; 
  • Fluent in spoken and written English and Vietnamese;
  • Proficiency in Microsoft applications (Word, Excel and PowerPoint).

Desirable:

  • Experience in research in public health, and/or health economics;
  • Skill and experience in coordinating a training program, workshops.
