INTRODUCTION

“Ethnic Minority Economic Empowerment” Project (EMEE Project) is a new project supported by WVV in Huong Hoa district of Quang Tri province. Ethnic minorities in Huong Hoa, Quang Tri province, Vietnam suffer from poverty and lack of economic opportunities due to limited crop diversification, poor market access, and low financial literacy. This project aims to improve the economic well-being of 1,200 poor ethnic minority households over a five year period (2015-2020). It is expected that the annual income of target households will be increased by 20% through supporting 50 Producer Groups (PGs) in six communes to implement Accumulating Savings and Credit Associations (ASCA), Local Value Chain Development (LVCD), and receive training on sustainable farming techniques.  The Inclusive Business (IB) approach will strengthen private sector business relationships to create demand for market-matched local products.

WVV is responsible for managing the implementation of this project, in partnership with SNV (the Netherlands Development Organisation), who leads  on the Inclusive Business aspect of the project. Being implemented within the location of Huong Hoa Area Development Program (ADP) – a 10 to 15 year community development program, the project aims to towards adoption and expansion of the selected models introduced by the project by the ADP and local government to maintain food security and increase incomes sustainably for target households.  Promising approaches and practices will be documented, shared and applied not only in the province but also throughout the country where possible, with a focus on improving price, efficiency and sale volumes of Producer Group products, as well as improving linkages with markets that offer long-term sustainable prospects for poor ethnic communities.

PURPOSE OF POSITION

The position manages the design, implementation, monitoring and evaluation of the Ethnic Minority Economic Empowerment project (EMEE project) in Huong Hoa ADP, Quang Tri province.

This position is also responsible to ensure the smooth working partnership with SNV, develop and promote the collaboration with relevant partners (government, businesses, associations etc) at the provincial and central levels, as well as ensuring the integration of project activities with Huong Hoa ADP in the target communes.

KEY RESPONSIBILITIES

Project management and leadership:

  • Quality project outputs and outcomes are delivered in close collaboration with all project partners;
  • The project fully utilizes WV and international best practices on ASCA, LVCD, IB and other market-based approaches towards sustainable child well-being.
  • Project stakeholders participate fully in project management cycle including design, implementation, monitoring and evaluation.
  • The project’s approaches and models are in accordance with the strategic directions of WVV and government (at district, provincial and central level) for agriculture and rural development, especially on NRDP (New rural development programme), new cooperative model, Sustainable poverty reduction strategy for poor ethnic communities with children etc.
  • The project budget is carefully managed and monitored, recommendations and interventions are provided to correct any deviations, whilst ensuring that budgets are based on beneficiaries and partner’s needs;
  • Management systems and procedures, which deliver transparency, accountability and quality implementation, is established and maintained in working with the WVV support departments of finance, administration, program support and human resources (and SNV parallel system where necessary)
  • The recruitment of project staff is facilitated and the capacity building and training of technical staff and partners are coordinated;
  • Project staff are managed and smooth working relationship with SNV staff is ensured (for both field-based and Hanoi-based staff)
  • Leadership is provided in maintaining positive, constructive and supportive communication within the project team and with project shareholders;

Project Implementation:

  • Set up, build technical capacity for project team and bring necessary resources for building technical capacity of staff whereas appropriate.
  • Organise workshops, training, and other capacity building activities as per the POA and on a necessary basis.
  • Ensure the integration of the EMEE project with Huong Hoa ADP and other Private Non Sponsorship (PNS) project activities on livelihood development and on-going projects of the government and other organizations on the related field.
  • Document promising approaches and practices  and share them to other projects, ADPs, local partners at provincial and central level and Support Offices where possible, with a focus on pro-poor market based approaches (e.g. successful models that helps  to improve price, efficiency and sale volumes of Producer Group products, as well as improving linkages with markets that offer long-term sustainable prospects for poor ethnic communities)
  • Strong communication and collaborative links with WVNZ, MFAT, SNV are maintained; 
  • Coordinate with ADP and partners in daily/weekly implementation of project activities to meet project requirements and standards.
  • Coordinate with the WVV’s relevant departments/units  (Operations, Finance, Administration, Program Development Support and People and Culture etc) and SVN parallel system (where relevant) to establish and maintain management systems and procedures that deliver transparency, accountability and quality implementation
  • Verification of project activities against approved Quarterly and Annual Plans of Action & Budget at all levels is built and maintained.
  • In close cooperation with partners ensure relevant ways of project implementation that leads to transition and sustainability of the project.
  • Represent WVV at donor / NGO/ government events in the related fields.

Project Monitoring & Evaluation:

  • Coordinate in the processes of project planning, implementation, monitoring and reporting , especially key DME events (Baseline, Mid-term and final  Evaluation) 
  • Work with WVV Program Effectiveness Unit staff to establish participatory monitoring and evaluation tools and measurements  to track the delivery of project results
  • On-going progresses towards achieving project goals/Outcomes/Outputs are tracked and Mid-year / Annual Management Reports / Donor Reports are prepared.
  • Coordinate project visits from donors and guests when needed Conduct other tasks as assigned by the supervisor
  • Ensure that the project is aligned with Horizon 3.0 (WV’s Program based information management system) for grant projects.

JOB REQUIREMENT

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • Postgraduate degree in Development Studies, Marketing, Economics, Commerce, Business or related field/s
  • A minimum of 5 years’ experience in senior position of development project management or senior leadership within an INGO in Vietnam.
  • Strong INGO-funded project management experience, preferably within a Consortium approach
  • Demonstrated experience in pro-poor market development projects
  • A comprehensive understanding of the culture and conditions in the area. Prior rich experiences working with ethnic minority groups are preferred.
  • Understanding of commercial market operations and systems, including knowledge of value chain analysis and its effect  on poor producers
  • Project budget and management skills;
  • High level  of negotiation and persuasion skills including working with various partners, stakeholders in public and private sectors
  • High level of diplomacy skills with a strong focus on networking  and relationship building with partner NGO, local government, associations, businesses at all levels;
  • Demonstrated facilitation skills for training and learning events;
  • Knowledge in research design and implementation
  • Demonstrated leadership skills including coaching. Ability to facilitate, empower and enable self-direction of teams. 
  • Advanced command of the English language, especially on report writing
  • Strong computer literacy skills including MS Office; e-mail and internet
