Project Manager

1. Loreto Kids Charity

Loreto Kids Charity (formerly known as Loreto Vietnam Australia program (LVAP)) is a registered international non-government organization (INGO) in Vietnam (Permit Number:15/CNV-VPDA) dedicated to the reduction of poverty through beneficial, qualitative and responsive educational opportunities for underprivileged and disabled students. Since 1997, LVAP has reached out to over 60,000 children through our projects; giving them support in various forms to foster an encouraging learning environment. Our staff are comprised of a dedicated, small team based in Ho Chi Minh City, Vietnam.

2. Position

The Project Manager is responsible for the planning, development, management, implementation, monitoring and evaluation of project activities. This includes responsibilities for technical (where appropriate), financial and administrative aspects of the projects and requires frequent travel to the project area/s.

3. Major responsibilities

  • To identify appropriate potential projects and develop project plans, timelines and budgets.
  • To manage the implementation of projects, providing technical assistance (where appropriate) and oversight of the project.
  • To collaborate with government and local partners, beneficiaries for project design, implementation, and monitoring.
  • To manage, supervise and liaise with project staff, local partners and advisors as required, timely implementation of projects, and ensuring that administrative and financial procedures are met.
  • To work with staff and project partners to identify issues and challenges, and develop strategies for the effective implementation of work plan activities.
  • To manage the monitoring and evaluation processes of the project and ensure that evidence is gathered and milestones are met.
  • To develop an annual work plan and budget, and manage project accounting and budget requirements.
  • To meet regularly with the Executive Director to provide clear communication on project progress and implementation. As required, manage reporting to government agencies and Loreto Advisory Board.
  • To manage the delivery of project milestones, including annual work plan/s, as negotiated with Executive Director and donor.
  • To represent Loreto Kids Charity at working groups and organisational forums, as appropriate and/or required.

4. Requirements and qualifications

4.1    Essential:

  • A University degree in community development, social development or related field
  • A minimum of 5 years practical program management experience in the INGO context including directing and implementing projects.
  • Proven technical knowledge and capacity to lead project implementation.
  • Proven understanding of the development context in Vietnam and a good understanding of the challenges facing vulnerable children and communities in Vietnam.
  • A commitment to transparent and accountability frameworks, especially for work with vulnerable populations.
  • Knowledge of M & E methodology and quality assurance. Strong technical report writing skills.
  • Experience in financial management and reporting.
  • Experience of working with Government officials, local communities and/or local donors at all levels.
  • Ability to analyse information, evaluate options and to think strategically.
  • Excellent written and spoken English and Vietnamese language skills.
  • Demonstrated report writing and presentation skills.
  • Demonstrated project management and leadership qualities at high-management level.
  • Willingness and ability to travel within Vietnam as required.
  • Excellent interpersonal, communication and presentation skills and ability to work effectively in a team.

4.2 Desirable

  • Management of construction related projects preferred.
  • Flexibility and ability to work within challenging contexts and/or timeframes.
  • There are occasional work and travel obligations associated with the work of Loreto and this position that may include weekends and/ or evenings as required.
