Background

The Vietnam Environmental Administration, the Ministry of Natural Resources and Environment (MONRE) is implementing of a UNDP- GEF funded project entitled “Developing National Biodiversity Strategy and Action Plan (NBSAP)and Mainstreaming Biodiversity Conservation into Provincial Planning” over a period from August 2012- December 2014. The project provides technical assistance to the Government of Vietnam (GoV) to promote biodiversity conservation through the updating of the country’s NBSAP; enhance government capacity for the implementation of the new NBSAP, including monitoring and reporting on the status biodiversity to the Convention on Biological Diversity (CBD) and the national assembly; and mainstream biodiversity priorities into provincial land-use plans. The project will also help the GoV to fulfil its commitments to associated international conventions it has ratified.

This Project Manager (PM) will work for Project Management Unit at Biodiversity Conservation Agency, VEA, MONRE. The incumbent will work at the Project Office in Hanoi and have the following specific responsibilities/duties:

Overall, the PM will be responsible for the day-to-day running the project, including overall coordination, planning, management, implementation, monitoring & evaluation and reporting of all project activities:

- Prepare terms of reference for key inputs (i.e. personnel, sub-contracts, training, and procurement) in accordance with the approved work plans (including the annual work plan and quarterly work plan) and submits these to the National Project Director (NPD) and UNDP for clearance, and administers the mobilization of such inputs.
- With respect to external project implementing agencies/ sub-contractors: ensuring that these agencies mobilize and deliver the inputs in accordance with their letters of agreement or contracts, and
providing overall supervision and/or coordination of their work to ensure the production of the expected outputs.
- Assume direct responsibility for managing the project budget by ensuring that:

  • project funds are made available when needed, and are disbursed properly,
  • expenditures are in accordance with the project document and/or existing project work plan,
  • required financial reports are prepared,
  • financial operations are transparent and financial procedures/regulations for NIM projects are properly applied; and

- Assume direct responsibility for managing the physical resources (e.g. vehicles, office equipment, and furniture) provided to the project by UNDP.
- Responsible for procurement of the equipment and consultancy services for the project, including development of the procurement plan, carrying out procurement and managing contracts, in accordance with the Government Bidding Law and the UNDP Guidelines.
- Supervise the project staff and local or international short-term experts/consultants working for the project.
- Prepare project progress reports of various types and the Final Project Report as scheduled, and organizes review meetings and evaluation missions in coordination with UNDP.
- Undertake necessary translation/interpretation tasks
- Focal point for audit, spot check and other monitoring visit by the donor and government.
- Report regularly to and keeps the NPD and UNDP PO up-to-date on project progress and problems.

Qualifications and requirements:

- University degree (preferably Master Degree) in environment management, natural resources management or related fields;
- Knowledge of Result-based management and at least 5 years of working experience in project coordinator/management in the field of biodiversity conservation; demonstrating  experiences and capacity in planning, budgeting, implementation, monitoring, reporting and evaluation;
- Excellent English proficiency, both in written and spoken,
- Ability to work both as in team or independently;
- Competence in computer and office software;
- Proactive, creative and capable to work under high pressure.
- Familiar with technical assistance projects. Having experience with UNDP projects in Viet Nam will be an advantage.
