Project Manager; Project Officers; Admin Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. We work in a variety of fields and support our cooperation partners in designing strategies and meeting their policy goals. The project “ASEAN Sustainable Agrifood Systems (ASEAN SAS)” supports the implementation of the ASEAN Integrated Food Security Framework and its Strategic Plan of Action, enhances regional communication and policy dialogue on the promotion of sustainable inputs and good agricultural practices. In addition, the project cooperates with the private sector to test these practices and sustainable inputs in pilot regions. The main topics are biological plant protection and fertilizer, farm economics and business models of the value chains of rice, vegetables and perennial horticulture (fruit, coffee).    

We are looking for qualified local candidates to fill the following positions working for the project in Vietnam:

1. Project Manager (1 person)

Duty station: Ho Chi Minh City
Duration: December 2016

Main responsibilities:

  • Coordinate project activities at national level in close cooperation with the head of component; lead the team of national staff of the project;
  • Develop and implement the national action plan together with the project’s partners and team of specialists; allocate the necessary budget for financing of the planned activities;
  • Coordinate with the multiple stakeholders of the project, government and research institutions, farmers’ organizations, rural trade and processing enterprises; contribute to good public relations by supporting the dissemination of the project results;
  • Monitor and steer the project activities; organize quarterly meetings for steering and revolving planning; report on the project progress, the status of the planned outputs and outcomes at national level for the related partner institutions

Minimum requirements

  • Master degree in agriculture, business and/ or project management;
  • At least 5 years of relevant professional working experience in executive functions in private sector, research institute, business and/ or public administration; Having a proven track record in a managerial position;
  • Comprehensive knowledge of agricultural production technologies and farm economics with focus on plant protection; knowledge of sustainable using of natural resources at community level; Practical knowledge of Biological Control Agent in Plant Protection and Integrated Pest Management would be an asset;
  • Excellent proficiency in written and spoken English; good working knowledge of modern telecommunication systems and relevant computer applications (e.g. email, internet, software, MS Office, etc);
  • Excellent communication and strong interpersonal skills; demonstrate team work ability, dynamic, self-motivated character and interest in development work.

2. Project Officer (2 people)

Duty station: Ho Chi Minh City
Duration: December 2016

Main responsibilities:

  • Promote the perennial horticulture value chains and/ or annual field crops value chains, including rice, with specific attention to production technologies and farm economics; contribute to the development of the national action plan;
  • Disseminate sustainable production approaches and the environmentally sound use of resources and production inputs (biological control agents and fertilizer); provide technical assistances and advices to farmers and farmers’ organizations; support partner organizations in developing extension activities, e.g. using the Farmer Field School methodology; establish experimental and demonstration activities on improved production technologies;
  • Implement the capacity development of project partners, both government and private sector organizations; assess the training needs, contribute to the curriculum development, carry through training measures;
  • Closely cooperate with the private sector for the market-based approach and the model-pilot activities;
  • Report regularly on the accomplishments of the planned activities (monthly and quarterly)

Minimum requirements

  • University degree in agriculture with specialization on perennial horticulture;
  • At least 3 years of relevant professional working experience in plant protection, especially in Integrated Pest Management; experience in production technologies, farm economics and business models; experience in the promotion of annual field crops value chains and/ or rice; knowledge of sustainable using of natural resources at community level; practical knowledge of Biological Control Agent in Plant Protection and Integrated Pest Management would be an asset;
  • Excellent proficiency in written and spoken English; good working knowledge of modern telecommunication systems and relevant computer applications (e.g. email, internet, software, MS Office, etc);
  • Excellent communication and strong interpersonal skills; demonstrate team work ability, dynamic, self-motivated character and interest in development work.

3. Admin Officer (1 person)

Duty station: Ho Chi Minh City
Duration: December 2016

Main responsibilities:

  • Administer the overall smooth, uninterrupted functioning of the project office, daily operational execution of all project affairs including petty cash management, procurement, logistic support, travel arrangement, contract preparation, filing of documents etc., according to GIZ procedures;
  • Ensure good communication, interaction and flow of communication with the project counterparts, governmental institutions, non-government organizations and other institutions and persons;  
  • Organize the administrative and logistical aspects of project activities (meetings, workshops, etc);
  • Ensure the financial and administrative regulations are complied with GIZ regulations; help to prepare project budget planning; manage and monitor the monthly accounting and financial plans; to be responsible for financial management (cashbook keeping, bank accounts, vouchers, etc)
  • Perform other duties and tasks at the request of management.

Minimum requirements

  • University degree in relevant specification in business administration desirable (equivalent of BA or MBA);
  • At least 3 years of professional working experience in a comparable position; broad experience of management and administration; in-depth understanding of financial planning and accounting;
  • Excellent proficiency in written and spoken English; can speak German would be an asset;
  • Good working knowledge of modern telecommunication systems and relevant computer applications (e.g. email, internet, software, MS Office, etc);
  • Detail oriented, excellent communication skills;
  • Dynamic and self-motivated character, willingness to up skill as required by the tasks to be performed.
