BACKGROUND

Alinea International Canada provides management and technical expertise to developing projects that promote sustainable growth and meaningful opportunities for people to improve their lives. The Safe Food for Growth (SAFEGRO) project, funded by the Government of Canada through Global Affairs Canada (GAC), aims to improve the performance of national and sub-national governments in enforcing food safety regulations; to increase competitiveness of Vietnamese agri-food products domestically and internationally; and to increase consumer demand for safe agri-food in Vietnam. The project will operate across the agri-food value chain by engaging and building the capacity of three main target groups: the public sector (enabling environment), the private sector (supply side), and the consumer (demand side).

In partnership with the University of Guelph (Canada), Alinea International works with national and regional governments to enforce food safety regulations, private sector suppliers to increase the competitiveness of Vietnamese food products domestically and internationally, and consumers to improve demand for safe food in Vietnam. Key partners on this project include The Ministry of Agriculture Rural Development (MARD), the Ministry of Industry and Trade (MOIT), the Ministry of Health (MOH), Ha Noi and Ho Chi Minh city agencies, and other Vietnamese Academic Institutes.

Overall Responsibility

The Local Project Manager will be working full-time, based in Ha Noi, reports directly to the Project Director (PD) and will be responsible for overseeing the day-to-day project management, personnel, work planning, budget and operation of the project.

The specific responsibilities will include:

Project Management

  • Oversee the application of the gender-based Project Management Framework (PMF), results based Annual Workplans (AWP) and results-based Reports.
  • Define needs from the Government agencies and value chain actors for technical support and capacity building and coordinate the preparation of Annual Work Plans and Budgets to achieve project objectives and timelines.
  • Provide effective coordination, implementation and monitoring of approved project activities to achieve the expected results from the project’s logic model ensuring timely delivery and quality of technical assistance inputs from SAFEGRO to the government agencies and target value chain actors to achieve the expected project outcomes.
  • Review quality of technical assistance inputs from consultants for payment. Maintain updates of consultant database (consultant tracker) and activity budgeting
  • Identify risks and propose mitigation strategies to address potential challenges in project implementation.

Stakeholder Engagement

  • Serve as the main point of contact for local project partners, incl. government agencies, private sector actors, and academic institutions.
  • Foster effective partnerships with key stakeholders, ensuring their active participation and collaboration in project activities.
  • Represent the SAFEGRO project in meetings, workshops, and other forums at the national/regional levels, as assigned by the Project Director.

Administrative and Financial Oversight

  • Assume responsibility and authority for financial expenditures and related approvals as assigned by the Project Director
  • Ensure compliance with Alinea International and GAC in financial management, procurement, and reporting.
  • Oversee project expenditures and maintain budgetary control to ensure efficient use of resources.
  • Support the preparation and management of contracts and agreements with partners, consultants, and vendors.

Capacity Building and Knowledge Sharing

  • Provide guidance and support to project staff and local partners to strengthen their capacity in project implementation and food safety management.
  • Facilitate exchange of food safety experiences, knowledge, best practices and lessons learned among stakeholders to promote sustainable impacts.

Monitoring, Evaluation, and Reporting

  • Ensure a functional Monitoring and Evaluation system in place to inform project management decisions and reporting.  
  • Supervise the project’s Monitoring, Evaluation and Learning (MEL) officer and project staff to track project progress against indicators and outcomes.
  • Coordinate preparation of timely and accurate results-based progress reports to Alinea International, Global Affairs of Canada (GAC) and the Project Steering Committee (PSC).

QUALIFICATIONS

Education and Experience

  • Post-graduate degree either in project management, business administration, finance, agri-food, public health, international development, or a related discipline.
  • At least 5 years of experience in managing donor-funded projects, preferably, in the the field of food safety, agriculture, or public health.
  • Demonstrated experience working with government agencies, private sector actors, and international organizations
  • At least 24 months experience with results-based management, monitoring, evaluation, and reporting.
  • Experience with gender equity, women’s empowerment, and related programming
  • Experience with human and financial resource management.

Skills and Competencies

  • Strong project management skills, including work planning, budgeting, and reporting.
  • Excellent interpersonal and communication skills, with the ability to engage and build relationships with diverse stakeholders.
  • Solid understanding of Vietnam’s agri-food sector, food safety regulations, and institutional framework.
  • Proficiency in both Vietnamese and English, with strong writing and presentation skills.
  • Knowledge of Global Affairs Canada (GAC) project requirements and processes is an asset.
