The Global Fund to Fight AIDS, Tuberculosis and Malaria was established in 2003 to support countries all over the world in response to these 3 epidemics. Viet Nam has received GFATM funding through Rounds 1, 3, 6, 8 and 9 of which the HIV/AIDS project Round 9 is the first time ever that involves participation from civil society organizations (CSO). This CSO component project proposal is entitled “Government – Civil Society partnership in responding to HIV epidemic in Viet Nam and moving towards Universal Access and sustainable National AIDS program” and is being led by the Viet Nam Union of Science and Technology Associations (VUSTA). Pact Vietnam, a leading international non-governmental development organization (INGO) whose Head Quarter’s office is based in Washington DC, is a sub-recipient under the VUSTA component project and takes the leading role in providing technical and organizational capacity building for implementing Vietnamese Non-government organizations (VNGOs) partners. These VNGOs are Center of Community Health and Development (COHED), Center for Community Health Promotion (CHP), Center for Promotion of Quality of Life (LIFE), Institute for Social Development Studies (ISDS), and Center for Vietnamese Community Mobilization on HIV/AIDS (VICOMC) who support CBOs in their HIV prevention and care & support programs. Pact’s capacity building work is done through development and application of diagnostic tools in order to identify organizational needs and gaps; development of and delivery high quality training packages and guidance; and provision of technical and organizational mentoring support and necessary follow-up. The current project sites are in 10 provinces including Ha Noi, Hai Duong, Vinh Phuc, Vinh Long, Can Tho, Bac Kan, Nghe An, Ho Chi Minh city, Binh Duong and Vung Tau.  

Phase I of the project which ran from January 2011 through December 2012 has successfully ended.  The project is now in the pre-signature period for the 3-year Phase II’s proposal (2013 - 2015). It is expected that the official signing will take place sometime by the end of March 2013 and the phase II implementation will start in early April 2013.

Pact Vietnam is seeking qualified Vietnamese nationals to fill in the following 3 positions based in Ha Noi within its GFATM project team:

1) Project Manager
2) Senior Program Officer – Care and Support
3) Senior Program Officer -  Prevention

These posts are offered a one-year–contract with possible extension based on the staff’s performance and continuity of funds.
