WC has a great opportunity now available as it seeks a community-focused project officer who will be excited to be part of our new Transformational Development work in Tuyen Quang Province, Vietnam.

Position: Project Officer – Community Led Transformation
Location: Tuyen Quang Province, Na Hang District Program Office
Reports To: Program Manager
Supervises: No direct reports; significant influence via facilitation of training and development interventions within community structures
Length of Contract: Annual – Renewable

Purpose: Guided by World Concern’s Vision, Mission. Values and strategic plan, the Project Officer (PO) facilitates participatory community approaches to achieve shared transformational goals that include understanding and overcoming root causes of poverty.

Summary Responsibilities & Deliverables

The PO has strong communication (English & Vietnamese) and relationship building skills to influence community transformation. He/she is able to develop and deliver project work plans that include understanding of result frameworks and success indicators developed with and owned by the community. The PO develop delivers the project implementation plan within budget and contributes to stakeholder reports and communications. In addition to community development experience, the PO ideally will also have experience in priority technical areas such as livelihoods & food security, WASH, Health (MCH, Nutrition) and Protection, especially of women and children. The PO builds and maintains positive working relationships with village, commune and district leadership structures that ensure positive World Concern reputation and project success.

Key Responsibilities, Deliverables and Characteristics of the successful Project Officer Candidate include but are not limited to:

  • Understanding and a lifestyle leading to Replication of World Concern’s Vision, Mission, Values and Christian World View of Transformational Development;
  • Highly Relational ability to build trust and hope with communities and project stakeholders
  • Experience in Participatory Rural appraisal, development, monitoring and learning approaches
  • Additional technical experience in WASH, Livelihoods, Food Security, Nutrition, MCH, Protection of Women, Children and the most vulnerable
  • Ability and confidence to design and deliver effective community based training
  • TEAM player who contributes to larger goals through support of Program Manager and other team members to met personal and shared performance targets
  • Successful history of project cycle management; can develop and deliver project plans on budget
  • Ensures compliance to stakeholder agreements and World Concern policies
  • High Quality approach with professional and personal growth plans

Required Education, Skills & Experience:

  • Bachelor’s Degree qualification in development related studies from a recognized institute.
  • 3-5 years work experience in development projects, preferably among the highland poor.
  • Facilitation and training skills with various group settings, particularly community development
  • Fluent with technology to communicate with internal and external stakeholders (PC, data entry, written and oral communications; comfortable with email and (MS Office suite).
  • Self-starter with ability to work independently and prioritize work.
  • Strong organizational and effective multi-tasking skills
  • Demonstrates spirit of service and cooperation in interaction with co-workers, supervisors and organizational partners; is reliable, trustworthy and courageous to take calculated risks to solve problems
  • Excellent attention to details and reporting preparation; ability to relate with local and international stakeholders
  • Fluency in written and verbal communication skills – English & Vietnamese
  • Ability to work proactively and thrive in remote work settings

Advantageous Education, Skills & Experience:

  • MA and/or advanced degree in International Development or related studies
  • Experience working in Northern Highland People Groups

Working Conditions:

  • May require travel within Northern Vietnam in remote underdeveloped areas
  • Working remotely, from home, shared office space, within the community or with government partners as budgets and operational effectiveness require
  • Ability to work virtually with the technical support staff in Asia
