VACANCY ANNOUNCEMENT

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The priority area “Environmental policy and sustainable use of natural resources is covered by the “GIZ Green Cluster”. The Green cluster currently comprises a total of five teams in the thematic areas of climate policy, coast and water, agriculture, biodiversity and forests as well as regional economic integration. The thematic area “biodiversity and forests” includes the project “Support to the implementation of the FLEGT VPA” in Vietnam. The project is financed by the German Ministry for Economic Cooperation and Development (BMZ) with counter-part funds from the Vietnamese Government. It is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Vietnam Forestry administration (VNFOREST) under the Ministry of Agriculture and Rural Development (MARD).

The project aims at enhancing the legal, institutional, and operational preconditions for the implementation of the FLEGT VPA. This includes activities related to capacity development for the various actors and setting up the FLEGT impact monitoring.

The project requires a qualified candidate for the following positions:

Position Nr. 1:
Project Officer “Timber legality and sustainable timber supply chains”
Duty station: Hanoi, Viet Nam
Duration: ASAP until 30. September 2024

Main responsibilities:

  • Provide technical advice to VNFOREST on VPA FLEGT implementation and VPA FLEGT impact monitoring
  • Organize, manage and ensure smooth implementation of the activities related to VPA FLEGT policy advice, capacity development and impact monitoring
  • Develop concepts and organise technical meetings, trainings, workshops and project communication activities with VNFOREST and other project partners
  • Compile information for technical studies, researches and any technical briefs
  • Ensure contract monitoring, reporting and follow up with local partners involved in the sustainable forest management activities
  • Ensure timely, efficient and effective implementation of capacity development activities
  • Supervise the monitoring and evaluation of the projects’ activities, prepares reports and presentation material
  • Liaise, coordinate and network with key stakeholders relevant for the VPA FLEGT implementation and impact monitoring
  • Ensure gender mainstreaming over all projects and service packages in the portfolio

Minimum requirements

  • Master’s degree in forestry, economics, natural resources management or related fields;
  • Good digital literacy including knowledge of MS Office (Word, Excel, PowerPoint) and willingness to work with digital tools such as MS teams for day-to-day work
  • Excellent written and verbal communication skills in Vietnamese and English
  • At least 5-7 years of experience in the forest and timber processing sector and with public institutions such as MARD, VNFOREST FPD, customs
  • At least 5 years of experience in international and technical development cooperation related to the forestry and natural resource management;
  • Experience in timber supply chain control and impact monitoring in the forestry sector
  • In-depth understanding of the Vietnamese context related to the forestry and timber sector
  • Willing to take on responsibility, work independently, and motivate one-self;
  • Excellent organizational skills, ability to balance multiple priorities and manage deadlines;
  • Constructive team player in multi-cultural environment,
  • Willingness to travel within Vietnam and possibly for short trips abroad, if necessary

Position Nr. 2:
Junior Project Officer “Timber supply chains and forest governance”

Main Responsibilities

  • Organize, manage and ensure smooth interpretation/translation of the project activities related to forestry and VPA FLEGT, including outsourcing, translating/interpreting and ensuring quality control
  • In collaboration with component/project managers and colleagues, support in carrying out activities related to organization of trainings, workshops and project communication activities
  • Support project manager / project officer in collecting information for technical studies, research and any technical briefs under the project framework
  • Under the guidance of the project manager, responsible for contract monitoring, reporting and follow up with local partners involved in the afforestation activities in collaboration with the private sector
  • Support the responsible component/project managers in implementing activities related to protected area management, incl. governance of protected areas and awareness raising on illegal wildlife trade
  • Support the responsible component/project managers in implementing activities related to monitoring and communication

Minimum Requirements

  • University degree in forestry, economics, natural resources management or related fields
  • Excellent interpretation and translation skill both from English and Vietnamese.
  • At least 1 year working experience, preferably for development agencies as project/program assistant and/or assistant of Chief Technical Advisor
  • Some knowledge on programme administration, operating procedures, oversight and monitoring
  • Ability to work effectively as a team member, cooperatively and support other team members, show initiative when required
  • Ability to manage multiple demands and prioritise tasks, trouble-shoot, and to meet short- and long-term deadlines
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Flexibility and willingness to perform other duties and work irregular hours when required
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and show respect for colleagues
  • Willingness to learn and have clear goals in career development
  • Have knowledge in project management and research experience in an area related to the project’s/programme’s requirements is desirable
  • Commitment, demonstrated knowledge, and understanding of minority groups in Vietnam and gender-related issues.
