Working location

  • Majoring work location is Hanoi, the address is Room 10B1, DC Building – 144 Doi Can, Doi Can Ward, Ba Dinh District, Ha Noi city.
  • According to the job description, the employee needs to take field trip unregularly.

Employee duration

  • Probation period of 2 months.
  • Up to 2-year contract with possibility of renewal that subject to a satisfactory performance assessment during the two-month probation period.

Hours of Work

Five days a week: 8am-12pm and 1pm-5pm

Taiwan Fund for Children and Families (TFCF), established in 1950, is an International NGO dedicated to supporting vulnerable children and their families. Through a range of program – from sponsorship and child protection to early intervention to advocacy – TFCF has not only positively impacted numerous children but also pioneered Taiwan’s social welfare system. As one of the largest NGOs in Taiwan, TFCF sponsors 113,000 children worldwide and has over 200,000 Taiwanese sponsors.

To assist needy children and families in Vietnam, TFCF Vietnam was officially registered in 2014 (Certificate No. 251). In addition to Vietnam, TFCF operates six other oversea branch offices in Mongolia, Kyrgyzstan, Swaziland, Cambodia, Jordan and the Philippines.

TFCF Vietnam has focused on children’s education, nutrition and health care for ten years. You will have the opportunity to be responsible for a complete life cycle project. Not only will you accumulate practical experience, but you will also be able to establish and create an international perspective.

Duties and Responsibilities

In general, the Project Officer at TFCF Vietnam is responsible for managing various projects in sphere of education, child and youth right and protection, and social networking to achieve project’s goal, objectives and targets. We are looking for a Project Officer who can support the design of project proposals, collaborate effectively with local authorities, provide technical and project management support, oversee financial management, and coordinate a network of experts and partners. The key duties and responsibilities include:

  • Projects Assessment, Management, and Coordination: Responsible for overall management of TFCF Vietnam annual programs to ensure effective operation. Supervise a team that includes internal TFCF staff, external partners, interns, and fellows, ensuring high-quality program delivery. Coordinate with other programs and activities across the organization;
  • Planning and Budgeting: Regularly review and update program plans and budgets in alignment with the community development plan, adjusting as needed to enhance effectiveness.
  • Program Implementation: Lead and coordinate the implementation of project activities in a cost-effective and practical manner, ensuring alignment with organizational and program objectives.
  • Monitoring, Evaluation, and Reporting: Coordinate regular monitoring and evaluation of program plans and budgets to ensure effectiveness and transparency.
  • Financial Management: Maintain strict oversight of project budgets and expenditures, ensuring compliance with TFCF’s internal procedures and donor requirements.

Other task: Carry out additional assignments, including activities, programs, and projects, as assigned by TFCF management.

Basic Qualifications and Essential/Desirable Selection Criteria

Essential Selection Criteria

  • Bachelor’s degree or higher in relevant fields such as Social Work, Sociology, International Relations, Public Health, etc.
  • In-depth understanding of Vietnam’s social welfare landscape, including child rights and community development across urban, suborn and remote regions.
  • Proven ability to work effectively as a team leader in a multicultural challenging environment with cross-program, cross-sector (local government, partners and stakeholders) coordination.
  • Strong skills in program and project design, planning, monitoring, controlling and coordination.
  • Ability to manage multiple tasks efficiently, well manage paperwork and ensure deadlines.
  • Good communication skills in English, both with colleagues and management levels.
