PRIMARY FUNCTION

Ensure high program quality, efficient and effective implementation and oversight of “Access and Reintegration: Strengthening system for UXO/Landmine survivors’ reintegration in Vietnam” project in Quang Binh and Quang Tri province. Ensure and maintain local level partnership relationship and coordination with MRE/VA team in order to ensure cross learning. Participate in fundraising and strategy development for Mine Risk Education and Victim Assistance program. This position is based in Hanoi with about 30% travel to project sites.

Job Responsibility:

Programming

  • Project Implementation: Participate in the planning and implementation of “Access and Reintegration: Strengthening system for UXO/Landmine survivors’ reintegration in Vietnam” with a focus on supporting local partners, vulnerable households and communities in 1) Strengthening a cadre of community based workers (CBW) to link survivors to services, 2) Building on the local existing community based support services, 3) Involvement of Women’s Union (WU) to strengthen the survivors’ social support, follow ups, and reintegration. This project aims to help survivors of accidents involving mines and other ERW are rehabilitated and reintegrated into society. In coordination with PM, lead and facilitate a detailed implementation plan with roles and responsibilities of partner, CRS and communities to ensure timely and effective project implementation process. Provide support to the project team in implementation of Mine Risk Education Plus as well as implementation of the program activities. Frequently contact with other NGOs working in same fields to update their activities and have possible cooperation.
  • Project Quality Management: Support and ensure high program quality by proactively taking role in supporting and developing strong learning and monitoring processes and systems.  Maintains M&E system and feedback mechanisms between CRS, partners and the communities who are part of the project. Adheres to the MEAL (Monitoring Evaluation Accountability and Learning) requirements as per the CRS’ guidance. Supports partners in establishing a strong community based approaches in the implementation process to ensure participation of most vulnerable households. Work closely with the project team to ensure mutual learning, sharing and reflection. Take part in needs assessment, baseline survey, mid-term review, and final evaluation. 
  • Technical support:  Provide right direction and support provincial, district, commune partners in strengthening the existing network model of connecting landmine survivors’ needs to available service providers in their locality and improve the access to services for the landmine survivors. It includes, but not limited to, providing of support to achieve five key outputs: 1) A referral system is in place for UXO/LM survivors; 2) CBWs have increased knowledge and skills in needs assessment, referral procedures and case management; 3) UXO/LM survivors and their families have increased knowledge of government and non-government schemes for which they are eligible and how to access them; 4) DOLISA & Coordination Committee representatives mobilize resources for survivors; 5) CBWs, WU and families have increased knowledge and skills in providing home-based care and psychosocial support to UXO/LM survivors
  • Monitoring, Evaluation, Learning, and Accountability:
    • Lead and facilitate field level quality monitoring of the project progress, impact and learning with the partner, community, vulnerable households and the schools.
    • Make regular field visits to project sites, meeting with partners and participants to monitor quality or implementation of activities. Follow up the implementation and monitoring plan. Interact directly with the beneficiaries including UXO/LM survivors, their families, and partners, to ensure quality monitoring and reporting.
  • Reporting: Provide regular recording, internal trip, activity reports and contribute to preparation of reports to donors, and others required by supervisor.
  • Documentation: Participate in compiling lessons learned, designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing system to compile and disseminate best practices within and outside CRS.
  • Program Strategy Development: Contribute to strategic planning and program development within CRS/Vietnam.
  • Proposal development: Contribute to proposal development on both techniques and budget and as required by the Country Representative and/or supervisor.

Finance

  • Financial Oversight: Provide support to project team in developing and monitoring annual program budgets and develop budgets s/he is in charge.  Maintain regular financial planning, review and adjustment.  Ensures that projects are in line with donor regulations, identifies areas that need immediate attention of the supervisor and ensures CRS standards and policies. Explains and communicates partners about CRS policies, standards and approaches under the close guidance of Supervisor.
  • Budget Management:  Support partners in planning and managing the budget. Ensure timely and effective monthly advances and liquidations for partners.
  • Financial Reporting: Work in close coordination with Finance team and partners to ensure effective tracking and reporting on budget expenses, to include financial reports, quarterly cash forecasts as required by supervisor.

Partnership, Advocacy, and Networking

  • Partner Relations: Maintain positive working relations with relevant government bodies, international organizations, civil society organizations and local partners. Provide necessary project related information with clear guidance and maintains regular and respectful communications with the partners, in coordination with the supervisor. Identifies and addresses any challenges in partnership relations immediately in close coordination with the supervisor and the team during the project implementation.  Adheres to CRS partnership principles.
  • Networking and Advocacy:  Attend and represent CRS in external meetings and networking activities related to mine action in general and UXO/LM victim assistance in particular at project sites and central levels when requested by the supervisor 
  • Consultant Relations: Supervise planning, work output and personnel management of consultants. Ensure effective implementation of consultancy contracts, including development of scopes of work and monitoring contract implementation.

Other: Troubleshooting and other tasks as necessary as requested by supervisor.

Qualifications

1. University degree in fields relating Community Development and/or Social Sciences
2. At least three years of professional experience, preferably with Vietnamese or international NGOs in the area of community development.
3. Good communication and interpersonal skills, confident, proactive and flexible in work duties
4. Ability to work independently as well as in a team
5. Availability to travel to project sites.
6. Good spoken and written English
7. Good organizational and computer skills (Word, Excel, Powerpoint, E-mail and Internet)
8. Strong preference for practical knowledge and experience with projects related to Persons with disabilities, Mine Risk and Victims Assistance and/or Community Development
9. Preference for experience in assessments, baseline survey, mid-term reviews, evaluations, and M&E
10. Preference for experience of managing project budgets/finance
