Project Officer

SNV Vietnam is currently expanding its technical advisory services to the Government of Vietnam’s Forestry and local government administrations through the piloting of Reducing Emissions from Deforestation and Forest Degradation (REDD) applications. The programme intends to examine and introduce a range of models for REDD including: benefit distribution systems; participatory forest monitoring; opportunity cost assessments; integrated forest ecosystem service payments (for both community and commercial interests), and mainstreaming of land use-based emissions reductions into local spatial planning.  These innovative models will be developed and tested in the pilot site of the Cat Tien landscape in Lam Dong province.  The SNV Vietnam REDD programme currently comprises five different projects, with Official Development Assistance grants from the from the governments of Finland, Germany, Norway, United Kingdom, United States, in addition to the multi-lateral Global Environment Facility. SNV is looking for a dynamic and creative Vietnamese candidate to fill in the post of:

Project Officer
Duty station: Cat Tien district – Lam Dong province with frequent travel to other provinces

Main duties and responsibilities:
Technical assistance:
- Provide technical input in establishing and introducing projects’ activities in the project site;
- Assist the mobilization, management and coordination of activities implemented by consultant service providers such as preparation of request for proposal and/or facilitation of the mobilisation process;
- Provide lead support in organisational matters/facilitation for meetings/workshops/trainings and other capacity building activities of the projects
- Assist in facilitating institutional establishment and maintaining good relationship with project partners.
- Prepare and update regularly work-plans and reports of the projects to keep project partners informed about the project progress.
- Administrative & finance assistance
- Assist in administrative and logistic arrangements for the Project’s activities (meetings, workshops, etc);
- Assist in preparing paper works and contacting relevant project partners; facilitating requests for permission for international consultants to work in the project sites;
- Develop and maintain a filing system of project documents and contacts
- Assist in preparation and monitoring of project budget plan
- Prepare and check correctness of invoices /receipts; manage the petty cash levels in the filed office

Requirements:
- University degree in forestry, rural development or related fields;
- Minimum of 5 years experience in natural resource management and/or rural development;
- Basic understanding about REDD+ will be preferable.
- Adequate experience in administrative and/or financial assistance;  Experience with INGO is an advantage
- Strong organizing skills and understanding of administrative procedures;
- Adequate  understanding of financial and accounting procedures;
- Ability to work independently and in team and to set up harmonious and effective working relationships
- Good communication skills in English in both spoken and written;  
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)
