Project Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The GIZ Energy Support Programme is closely cooperating with the General Directorate of Energy (GDE) / Ministry of Industry and Trade (MOIT) on the development of the energy sector in Vietnam. The Programme consists of two main projects funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) entitled “Support to the Up-scaling of Wind Power” and “Renewable Energy and Energy Efficiency” (4E).

The Programme is looking for a qualified local Project Officer to work for the GIZ/USAID funded Climate Finance Readiness (CF Ready) component in Vietnam with the focus on increase of utilization of biomass residue from the sugar industry for energy purpose.

The Programme is looking for a qualified Vietnamese person to fill the position of:

Project Officer

Duty station: Ho Chi Minh City, Viet Nam
Duration: ASAP until 30.08.2018

Main responsibilities:

The Project Officer will have the following responsibilities:

  • Technically support the design and implementation of  Capacity building programmes for local consulting companies in the bioenergy sector as well as for the Vietnam Sugar Association
  • Assist in the design and implementation of trainings for biomass industry;
  • Liaise and coordinate with sugar companies, the Vietnam Sugar Association, and other stakeholders and support the implementation of technical assistance on bagasse based energy solutions;
  • Support the implementation of the technical assistance activities on solar photovoltaics  in particular  for selected industrial parks in Vietnam
  • Liaise and network with key stakeholders in the energy efficiency sector in the South of Vietnam and support the implementation of technical assistance activities on energy efficiency
  • Support the regular monitoring and reporting on the progress of relevant project components;
  • Provide logistical, administrative, research & analytical support to external (e.g. international and national trainers, consultants); facilitate the visits and logistics of the international consultants;
  • Organize relevant workshops as needed;

Minimum requirements:

  • Minimum of a Master Degree in Engineering and/or Economics
  • Minimum 5-7 years relevant experience, with at least 3 years in international project setting.
  • Knowledge of renewable energy and energy efficiency policies.
  • Knowledge and experience with biomass supply chain, technology of biomass energy plant and biomass private sector.
  • Experience in solar photovoltaics and/or energy efficiency will be considered an asset
  • Excellent written and verbal communication skills in Vietnamese and English
  • Excellent organizational skills. Ability to balance multiple priorities, manage deadlines.
  • Ability to work autonomously and motivate one-self
  • Attention to detail and accuracy.
  • Ability to quickly master complex and unfamiliar subjects.
  • Excellent interpersonal skills and ability to interact with all levels of staff in a professional manner.
  • High team spirit with ability to work independently, results-oriented and self-motivated
  • Willingness to travel on short trips, both within Vietnam and, possibly, abroad
