Project Officer for the Project “Promoting sustainable mangrove management and climate
resilient livelihoods in An Thanh Nam commune, Cu Lao Dung District”


Background

Soc Trang is one of seven coastal provinces in the Mekong delta with its coastal zone severely suffering from climate change impacts. Higher frequency of sea level rise, coastal erosion, salinization together with environment unfriendly human interventions have caused critical decline of mangrove forest. Between 1965 and 2014, a significant loss of 1,400 ha mangrove has been observed in Soc Trang.

Several measures have been introduced to rehabilitate and manage mangrove sustainably. One of those is mangrove co-management approach, which promotes the ownership of local community in protecting and managing mangrove. Co-management is defined as a partnership in which decision-making power, management responsibilities and accountability are shared between local government agencies, local communities and other relevant stakeholders. The approach has been piloted in Cu Lao Dung district since 2013. Based on lessons learned, Cu Lao Dung District Youth Union has initiated the project “Promoting sustainable mangrove management and climate resilient livelihoods in An Thanh Nam commune, Cu Lao Dung District”. The project contributes to sustainable coastal forest management and promotes climate resilient livelihood of An Thanh Nam commune, Cu Lao Dung district. The project implements the adaptive measures including promoting the ownership of community in co-managing the mangrove forest and supporting eco-friendly livelihood alternatives.

Cu Lao Dung Youth Union is looking for a qualified local professional for the position of:

Project Officer
Duty station: Soc Trang (desired)
Duration: ASAP to 07/2020 with possible extension

Main responsibilities

In close co-coordination with Cu Lao Dung Youth Union staffs, the project officer carries out the following main responsibilities:

  • Coordinating project activities which are in line with topics of forestry, natural resource management and climate resilient livelihood measures and other;
  • Liaising with relevant stakeholders (including but not limited to partners and donors for communication of donors’ requirement and project progress) during project implementation;
  • Carrying out specific technical tasks and activities on the abovementioned fields, which are required for the project implementation;
  • Carrying out reporting activities as required by donors

General obligations

The programme officer:

  • is obliged to Youth Union’s Code of Conduct and Regulations for project staffs & donors’ requirements for project implementers

Minimum requirement

  • Bachelor in project management, development field, social science, environment or relevant discipline;
  • Excellent capability and proven at least 5 years experience to implement and coordinate technical assistance development project in the areas of forestry, natural resource management and climate resilient livelihoods and other relevant in climate adaptation;
  • Proven experience in community development work; desired experience with ethnic minority communities
  • Proven experience in working with local authorities;
  • Strong written, verbal, organizational and interpersonal skills;
  • Understanding of forest management/governance in Vietnam, specifically in the Mekong Delta
  • Good command of English language
