VACANCY ANNOUNCEMENT
As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: Vocational training, Environmental policy and sustainable use of natural resources, and Energy. The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Vietnam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency.
The Renewable Energy and Energy Efficiency (4E) project, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union (EU) supports the government and key stakeholders to improve the preconditions for universal energy access, utilization of renewable energy and increase of energy efficiency.
The cooperation in the field of renewable energy for the German-Vietnam component focus on supporting the Electricity and Renewable Energy Agency of the Ministry of Industry and Trade to improve the regulatory framework and develop and use a monitoring mechanism for RE development. The component also aims at supporting key Vietnamese investors and other private sector organizations in order to facilitate their entry in the renewable energy market.
The EU-Vietnam Energy Facility aims at supporting the government and key stakeholders to improve the preconditions for universal energy access, utilization of renewable energy and increase of energy efficiency. The EU-Vietnam Energy Facility includes additionally a demand-driven technical assistance facility in order to support EREA and other stakeholders to improve the regulatory framework of renewable energy and build capacity for renewable energy and energy access.
The Energy Support Programme (ESP) requires a qualified local professional for the following position:
Project Officer
in Energy Efficiency Capacity Development “ESP_4E”
Duty station: Hanoi and/or Ho Chi Minh City, Vietnam
Duration: Starting ASAP until 31.12.2021 with the possibility of extension
Main responsibilities:
- Support in selection and procurement, as well as guidance and contract management of national and international CD advisor specialized in the following subject areas:
- Appraisal and improvement, of the structure, quality, and comprehensiveness of energy audit reports prepared under Decree 21/2011
- Recommendations and options to establish a lifelong learning (3L) program as asked by Decree 21/2011 with a focus on CD for certified energy managers and energy auditors.
- Recommendations and options to improve on the monitoring, recording and verification of quantifiable energy savings.
- Recommendations and options to locally trade energy savings at a price.
- Recommendations and options of improvement of annual data reporting obligations of at least 2,500 Key Energy Users (KEUs).
- Recommendation and options to establish and maintain an energy database at MoIT, associated statistical analysis and preparation of annual public reports
- Development of national indicators/benchmarks of comparative economic and efficient use of energy in cross-sectoral and specific industry sectors
- Recommendations and options to introduce an international energy management standard, energy management system and energy audit standards.
- Recommendations and options to introduce the concept of an integrated resource plan (IRP) for the special purpose of including energy efficiency savings as a least cost energy source in the national energy balance and planning of the future electricity supply mix and capacity.
- Development of concept and identification of potential partnerships areas on EE technology cooperation between Germany and Vietnam as well as in the region and support with the establishment of such partnerships
Minimum requirements:
- Minimum of a Master’s Degree in economics and/or Engineering
- Minimum of 5 years professional working experience in the energy efficiency sector
- Experience in working with international donors in Vietnam will be considered an asset
- Experience in private sector industries will be considered an asset
- Experience in working with and managing international and national consultants
- Experience in or working with public institutions/ state-owned enterprises
- Experience in energy audit/energy management system (e.g ISO 50001)
- Experience in energy economics
- Excellent written and verbal communication skills in Vietnamese and English
- Excellent organizational skills
- Ability to balance multiple priorities and manage deadlines
- Ability to work autonomously and motivate one-self
- Attention to detail and accuracy
- Ability to quickly master complex and unfamiliar subjects.
- Excellent interpersonal skills and ability to interact with all levels of staff in a professional manner
- Excellent command of MS Office (Word, Excel, Outlook, Power Point)
- High team spirit with ability to work independently, results-oriented and self-motivated
- Willingness to travel on short trips, both within Vietnam and, possibly, abroad
