Catholic Relief Services (CRS) is looking for a qualified Vietnamese candidate to join our Country Program.

CRS Background

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam since 1994. In partnership with government, civil society and communities, CRS implements programs in 12 provinces/cities in Vietnam. The Vietnam Program has a diverse funding base in the sectors of Disabilities, Mine Risk Education and Landmine Survivors’ Assistance and Disaster Risk Reduction. CRS Vietnam is part of the Mekong Sub-region along with the Cambodia, Laos and Myanmar programs.

In 2018, CRS collaborated with Institute of Population, Health and Development (PHAD) to develop the project of “Sustainable and interdisciplinary rehabilitation services for Persons with severe Disabilities in Binh Dinh and Quang Nam Province”. This project has been approved with funding from USAID.

Job Summary:

As a member of the “Disability Program”, The Project Officer will monitor and report on project activities (following the model of fixed amount award – FAA) in support of CRS’ work serving the poor and vulnerable, especially children and persons with disabilities. His/her thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. S/he will contribute to the reflection of program achievements, documentation and program development.

Job Responsibilities:

  • Coordinate the overall planning and implementation of assigned project activities as  utlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices with focus on working with health and community partners in Binh Dinh and QuangNam province. This includes project financial tasks such as preparing project partner advance, liquidation, report and budget plan.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
  • Ensure and maintain partnership relationships in targeted project district in QuangNam (tentatively in Thang Binh, QuangNam). Assist partners in their efforts to reflect on project experiences.
  • Directly implement certain project Monitoring, Evaluation, Accountability and Learning (MEAL) activities, with a focus on monitoring in QuangNam province. Collaborate with local partner(s) to prepare reports per established reporting schedule.
  • Ensure that project partners in QuangNam are compliant with donor technical, budgetary, and beneficiary accountability requirements.
  • Assist Program Manager in providing in overall health technical assistance for project activities in both QuangNam and Binh Dinh including development of terms of reference (TOR) of project consultants, providing health technical inputs to project activity planning, monitoring of project results and working with consultants and relevant partners to ensure the project outcomes.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s degree in fields relating to Public Health or Medical Degree (preferable in Rehabilitation profession.) or Social work.
  • Minimum of 3 years of work experience as a project officer. Technical experience in disability, health system strengthening is required and experience in rehabilitation, direct service delivery, health technical coordination is preferred.
  • Experience in participatory action planning and community engagement
  • Experience monitoring projects and collecting relevant data preferred
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to detail, accuracy and timeliness in executing assigned responsibilities

Required Foreign Language

  • Good spoken and written English

Travel Required:

  • This position is based in Hanoi with maximum 40% travel time to tentative project sites in QuangNam and as assigned by the Program Manager.

  • Internal: Disability team members; MEAL team; Administrative and Finance staff
  • External: PHAD, targeted hospitals, Provincial and district partners; other USAID grantees, International and Vietnamese NGOs; Disability working group members
