The ICRC Mekong Mission seeks to fill the following position:
Project Officer, based in Hanoi
We are looking for a spirited team player with a can-do attitude to join our dynamic team.
The purpose of this Project Officer is to support the activities and team members of Physical Rehabilitation Programme (PRP) in Vietnam to achieve the multi-years project’s objectives. S/he ensures that the project’s planning for results (PfR) is followed and its tools, guidelines and instructions from ICRC and local Government are used correctly.
ACCOUNTABILITIES AND RESPONSIBILITIES:
The areas of this Project Officer will work closely with Project Manager to fulfil her/his tasks and be responsible for areas as follows:
Project implementation:
- Contributes to the planning and budgeting processes for multi-years PRP objectives
- Implements annual and ad-hoc activities under the Society Integration specific objective of PRP
- Contributes to reporting processes
- Be responsive for matters raised and requested by local partners, stakeholders and consultants including organizations of people with disabilities, MoLISA, Disability working group members and service consultants
- Be responsible for correspondences with local partners and stakeholders
- Support other PRP team members to implement other specific objectives of PRP
- Participates in meetings, workshops, seminars online and face to face with local partners and stakeholders
- Participates in regular meetings with project manager and other staff members
Administration and Finance tasks
- Carries out translation/interpretation related to Society Integration specific objective
- Carries out monitoring trips to all activities of Society Integration Objective
- Prepares MoUs, contracts, advance requests between PRP and local partners, consultants, and service providers
- Checks bills, liquidates contract, and clears advance for local partners, consultants, and service providers
- Participates in establishment, implementation, and assessment of procedures
- Refers to relevant ICRC and Vietnamese policies, guidelines, formats
YOUR PROFILE:
- University degree/Master’s degree in disability studies, development studies, community development, social science, or relevant field
- Minimum 3-5 years of experience at similar level of responsibility or proven professional experience in disability, rehabilitation for persons with disabilities, social inclusion, and social development related interventions in low to middle income countries.
- Experience in participatory action and community engagement
- Experience in monitoring projects and collecting needed data
- Experience in using MS Windows, MS Offices
- Have good and active communication, listening and analysis skills
- Good relationship management skills and the ability to work closely with local partners and community members
- Excellent spoken and written English
- Excellent logical, systematic thinking in problems solving
- Able to work under time constraint and difficult circumstances
- Good organizer and pay attention to details, and respect timeliness in executing assigned responsibilities
