Humanity & Inclusion/HI (previously known as Handicap International) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. CONTEXTUALISATION
Project Information:HI in Vietnam is currently accepting applications for Project Officer, to support 2 USAID-funded – the Inclusion2B and the Advancing Medical Care and Rehabilitation Education (ADMIRE) projects.
The INC2B project aims to improve the quality of life of persons with disabilities in Binh Dinh and Kon Tum provinces by expanding rehabilitation and social services for persons with severe disabilities in the target provinces and by strengthening laws and regulations on protection and rights of persons with disabilities. It is a 4-year project (until end of 2026), with a total budget of 12.5M USD. HI's role is to support these sub-awardees and to ensure technical quality and outcomes of the project’s activities.
The ADMIRE project focuses on providing technical support to the Rehabilitation Unit and the Stroke Centre of Bach Mai Hospital (Hanoi). The project aims at enhancing the influence of the rehabilitation unit and the stroke centre as national and regional Centres of Excellence for the care of stroke survivors.
About the position: The Project Officer will work closely with the ADMIRE’s Senior Project Officer (SPO) and the INC2B’s project team (in particular the Deputy Chief of Party/DCoP), the country Monitoring, Evaluation, Accountability and Learning (MEAL) Manager. It is expected that his/her tasks will be divided among both projects as follows: 70% on supporting the INC2B project and 30% for the ADMIRE project.
In the framework of his/her tasks as INC2B project officer, s/he will support the CoP and the DCoP with regard to coordination, activity planning and implementation, field visits and reporting with/to national-level partners (NACCET) and provincial level partners (Departments of Health/DoH and Department of Labor, Invalids and Social Affairs/DoLISA) as well as local authorities (Provincial People’s Committee/PPC). S/he will also provide one-on-one interpretation/translation support during meetings.
In the framework of his/her tasks related to the ADMIRE project, s/he will support SPO in project implementation and project monitoring (e.g., Data collection, entry and management of project data).

Duty Station: Ha Noi (with regular travels to Binh Dinh and Kon Tum – about once every 4 to 6 weeks)
MISSION/RESPONSIBILITIES
Mission 1: Operational implementation – Project Officer
Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
- Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit
- Ensure that activities are implemented and that resources are correctly allocated as authorized by the DCoP or the SPO
- Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the DCoP or the SPO
- Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the DCoP or the SPO
- Contribute to the drafting of amendment requests when asked by the DCoP or the SPO
- Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners
- Ensure that project documents and information are properly archived
Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning
- Contribute to project monitoring, specifically activity progress indicators and the expected outcomes
- Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed
- Contribute to the setup and smooth running of accountability mechanisms
- Contribute to project learning
Responsibility 3: Ensure project data management
- Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards
- Collect and compile project-related data in the relevant database
Responsibility 4: Contribute to the coordination of project teams
- As authorized by the DCoP or the SPO, facilitate coordination meetings between the project teams and the support services located in the area when necessary
- Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country
Responsibility 5: Contribute to external project communication
- Contribute to HI’s external influence by taking part in networks, when required
- Communicate about the project to partners, authorities and stakeholders when relevant
Mission 2: Operational implementation – Database Officer
Responsibility 1: Contributes to the development of tools
- Participates in the development of data collection forms (paper or mobile data collection (MDC)
- Creates the corresponding databases
- Carries out tests on the input and extraction of data
Responsibility 2: Supervises (or carries out) data inputting
- Trains and supports the teams responsible for inputting data from paper forms into the database (in the case of paper data collection) or the field teams in charge of the day-to-day use of MDC tools when available
- Ensures that the data in the database is up-to-date or regularly synchronised
- Inputs data, if the organisation requires
Responsibility 3: Carries our data processing and cleaning
- Centralises information and compiles the updated version of the database
- Sets up and runs a regular series of tests to check the quality of the data and identify potential errors
- Takes appropriate action to correct or neutralise identified errors
- Develops mechanisms to automate quality testing as much as possible
- Performs regular or on-demand data extractions
- Puts simple calculations in place on the database to perform first level analyses or prepares more complex analyses
Responsibility 4: Archives the databases
- During the course of the project, makes regular backups and archives the intermediate versions of the databases
- At the end of the project, prepares and archives the final version of the databases and deletes the intermediary versions in the different storage spaces
Responsibility 5: Identifies measures to improve data quality
- In conjunction with the project teams and the MEAL teams, proposes measures to improve data quality
- Monitors and alerts if errors occur during a data collection exercise so that corrective action can be taken and future errors limited
Mission 3: Emergency Preparedness and Response
- Contribute to the program’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.
Other responsibilities might be assigned, based on project’s needs and the person’s capacities.

Qualifications:
- Education requirement: Bachelor's degree in social science, management, international development, monitoring and evaluation, or a related field, or its international equivalent;
- Language requirement: native Vietnamese and proficient English
- Computer skill: Microsoft Office is preferred, with advanced Excel skills preferred.
- Experience: Minimum 2 years of relevant experience in the field of humanitarian aid and development project management, or MEAL related jobs
