Project Officer

MCC is a North America based non-governmental organization that does relief, development, and peace and justice work in 65 countries.  MCC has been involved in community development efforts in Viet Nam for more than 55 years.  Currently, community development work is focused in Vinh Phuc and Phu Tho Provinces.

We are now looking for a Project Officer (PO) to work with water and sanitation in project areas. This position will last for 6 months, but there is a possibility to extend for a longer period of time.

Reports To:  The Program Manager
Location:  Hanoi, with travel to project sites
Starting: October 1, 2012

Overall Responsibility of the Project Officer:

Provide assistance to the Program Manager in project monitoring and evaluation, coordination with partners, administration, and financial management to ensure smooth and effective project implementation. 

Specific Responsibilities:

- Assist the Program Manager in preparing and adjusting the annual project work plan
- Provide technical support and supervision to partners to assure the quality of the implementation of their activities
- Conduct monitoring activities at project sites to ensure that they are implemented in a timely way, and the objectives are met
- Perform translation of technical materials and reports as needed or required
- Develop materials on Watsan and conduct workshops on water and sanitation for  local people
- Collect information regarding water and sanitation that is useful for the development of project proposals
- Assist the Program Manager in budget estimation, and tracking all project expenses to ensure that expenditures are in accordance with project budgets, with guidance from MCC.
- Carry out additional tasks assigned by the Country Representatives and Program Manager.

Qualifications

- University degree
- Minimum three years work experience, preferably with local NGOs or international NGOs in development work
- Knowledge and practical experience in water and sanitation efforts
- Good organizational and computer skills, such as Word, Excel, PowerPoint, E-mail and the Internet
- Good verbal and written communication skills in Vietnamese and English
- Capable of teamwork, as well as independent initiative
- Ability to travel and spend time in the field
