Project Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Project Officer.

Project information:

ANCP-funded Socially Marginalised Program is working for socially marginalized people who is PLHIV, PWID, FSW and sexual minorities. “The ANCP-SM Program is comprised of four following sub-projects implemented in Ha Noi, HCMC and Can Tho city:

1. We Are Women (with the Can Tho DOLISA)
2. Social Protection for Transgender (with iSEE in Hanoi and ICS in HCM)
3. IEC on legal protection (with ISMS in Hanoi)
4. CBO Effectiveness (with SCDI in Hanoi)

Position Summary

Project Officer will assist the Project Manager and Senior Project Officer with key financial and administrative tasks of the whole project activities as well as logistic services and field based activities with partners.

Main duties

- Conduct administrative duties related to all aspects of project implementation
- Arrange all necessary logistics for the activities of both projects
- Maintain effectively communication system and ensure information flow
- Ensure all the necessary financial documentation of project activities are complete and in accordance with CARE’s financial management systems
- Process cash and bank transactions, acquittals and FINSUN for all project  expenditures
- Participate in regular monitoring visits to ensure the quality of the project administration and financial management
- Ensure financial transaction between project and community-based organizations (CBOs) in correct manner as CVN regulations
- Manage and regularly check project assets to ensure their right purpose of use
- Organize trainings, workshops, and other events to implement project activities
- Be translator/ interpreter for communication between international experts and partners
- Support Senior project Officer to collect and document grass-root evidences for M&E and advocacy.

Selection Criteria

- At least one year experience working in the field of finance and administration for INGOs
- Good computer skills on Word, Excel and e-mail applications
- Ability to work effectively as a team member and with minimal supervision
- Good speaking, listening, written and reading English skills
- Good communication and interpersonal skills
