We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

PROJECT OFFICER – (LEAD–DRR/CCA) BUILDING DRR/CCA EQUITABLE RESILIENCE PROJECT (Oxfam - Level D2)

The post is offered initial 3-year-contract (possibility of extension), based in Ben Tre.

The Role: To work with project team to implement the project “Building DRR/CCA equitable resilience” in Ben Tre province.

KEY RESPONSIBILITIES:

- Implement project activities following the Oxfam’s and donors’ project management policies, standards and guidelines
- Facilitate partners in terms of project activity management, finance management, annual planning, and monitoring following the standards and accountability issues
- Conduct participatory capacity, vulnerabilities analysis (PCVA), supporting communes and district leaders for developing commune DRR/CCA plan, emergency preparedness linking with the national CBDRM program and SEDP at commune and district levels.
- Work with partners for developing livelihood options for the vulnerable women and men of the project areas, use Oxfam and other tested available materials to train partners staff in coordination with other Oxfam colleagues; do feasibility studies of income generating activities, and skill development training
- Work with the communities for formation of Watsan committees, implement water supply, hygiene promotion, water quality monitoring and water governance related activities working with communes, districts and province.
- Assess training needs, develop training curriculum in line with Oxfam and other tested available training materials, facilitate training sessions and follow up the training impact.
- Be responsible for partners’ capacity assessment, preparing capacity building plan and involving in building partners capacity.
- Write ToR of specific activities taking support from the team and partners, do consultation and finalise
- Be responsible for ensuring beneficiary accountability, gender equality and women rights
- Conduct KAP (knowledge, attitude and practice) study to find out the gap, and develop IEC materials, provide ToT Training for the village volunteers, monitor the effectiveness and assess the impact of using IEC materials in household/ community level
- Provide support to the partner staff and commune/ village leaders in using participatory adaptation fund and community flexible fund in the project
- Work closely with the local Committee for Flood and Storm Control (CFSC), WU, Red Cross, sub-DoNRE, sub-DoST, Women’s Union, media, NGOs and other stakeholders working in the areas for improving early warning mechanism, coordination and sharing lesson learning
- Assist the project manager to prepare monthly activity report and when required
- Undertake any other project related responsibilities requested by the Project Co-ordinator.

Oxfam general:

- Actively participate in the implementation of Performance Management, including objective setting, performance review, upward feedback and personal development plans. Ensuring relevant aspects of Oxfam’s work in Vietnam e.g. gender equality is reflected in your objectives.
- Ensure implementation of Oxfam’s operational policies, procedures and guidelines, especially gender analysis/ standard SPHERE guideline,
- Act as Oxfam’s representative at local level with the local authorities, partners etc. as required, mainly in events relating to the project
- Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed
- Adherence to Oxfam’s Code of Conduct

SKILLS AND COMPETENCE:

Job Specific Competencies

- Vietnamese national ( Applicants of Mekong Delta are encouraged to apply)
- University degree, preferably social sciences, related field or/and management
- At least 3 years proven experience of managing development, livelihood, emergency response, preparedness, advocacy and DRR/CCA, program/project
- Technical knowledge on designing and managing disaster risk management, CBDRM and climate change adaptation projects
- Working experiences of conducting participatory capacity, vulnerability analysis (PCVA), developing disaster risk and climate change adaptation plans
- Working experiences of integrating DRR/CCA into Livelihood and other development program
- Practical experiences of providing training to partners staff both on training methodologies, risk analysis and action planning
- Practical knowledge for working with the CFSC, Red Cross, Mass organizations and government department
- Working experience with NGOs or international development organisations is preferable
- Sound experience in resource management e.g. people, finances, assets
- Good understanding and practical experience in application of equity issues (Gender and diversity)
- Good in written and spoken English and Vietnamese
- Research, communication and training experience will be an asset

Gross Annual Salary Range: US$ 11,000 – $15,255, plus medical coverage of USD 3,000 per annum for staff and family members, 23 leave days and social insurance.
