Project Officer

HELVETAS Swiss Intercooperation Vietnam is looking for a Project Officer for Technical Support in the field of household water treatment and sanitation, based in Ho Chi Minh City with frequent travels to Long An and An Giang provinces for project “Develop Vietnam National policies and guidelines on rural safe water supplies, and its  pilot application of sets of water treatment technologies relevant to different regions of different conditions of Vietnam, contributing to improved WATSAN conditions of the local poor households in the three target provinces of HELVETAS”. The Project will be funded by HELVETAS Swiss Intercooperation and implemented in partnership with NTP III and WHO at the central level; PCERWAS, provincial Health Preventive Center, provincial Women Unions, districts, and communes at the field level.

KEY TASKS

* Coordinate with the provincial partners to prepare the annual working plans including activities and budgets;
* Conduct monitoring and evaluation of the project implementation and make sure that they are part of/integrated into the national program on WATSAN at provincial level;
* Support to ensure the coordination among partners from provincial to commune level in implementation is close, achieving the outputs and outcomes of the project.
* Monitor the implementation and the disbursement of the project budget by the project partners;
* Promote application of national guidelines on rural safe water treatment/supplies though numbers of training/workshop at districts and communes levels;
* Ensure that all practices of safe water treatments are properly done, evaluated and documented as evidences for review of the national guidelines;
* Conduct the IEC & BCC campaigns on the benefit of safe water, sanitation and hygiene, and at province-wide scale;
* Provide technical assistance to the project partners in both application of safe water treatment technologies applicable to household level and document the lessons learnt from demonstrations;
* Support the selected poor households to apply safe water treatment technologies and improve their sanitation conditions in the provinces of Long An and An Giang;
* Timely communicate and inform the project manager on the implementation progress, any obstacles/issues as well as the project achievements and results;
* Support the project manager to report on the project progress.

REQUIRED QUALIFICATIONS

· University degree in WATSAN/water resources, community health or other related fields;
· At least 3 to 5 years practical working experience in WATSAN and IEC or the related fields;
· Good experience in working with local government partners in WATSAN like PCERWAS, provincial Health Preventive Center, Women Union…
· Good understanding of the national programmes on safe water supply and sanitation, especially NTP III;
· Excellent communication and facilitation/visualizing skills (including writing skill for different target groups);
· Team oriented spirit with inter-personal and cross-cultural communication skills and outcome oriented spirit;
· Good command of Vietnamese and English.
