Project Officer - Administrative and Financial Support Officer
Job Title: Project Officer - Administrative and Financial Support Officer
Based at: Center for Women and Development, 20 Thuy Khue ST, Hanoi
Position reports to: Director, Director Assistant and Project Officer
Peace House Shelter Project (PHSP), run by Center for Women and Development – a subordinate unit of Vietnam Women’s Union, was established as a joint effort by Vietnam Women’s Union and Spanish Agency for International Development Co-operation (AECID) to combat trafficking in persons by providing assistance to trafficking victims. Need-based support services including safe accommodation, health care, counseling, vocational training, legal aids and job placement are provided for women and children who are victims of trafficking in persons. As a pilot model established in 2007, the Project has so far supported more than 150 trafficking victims from different provinces and backgrounds across the country.
The Project seeks to recruit the following position to support its activities:
Position title: Financial and Administrative Officer of Peace House Shelter Project supporting victims of trafficking in persons
Duration: 14 months
Location: Center for Women and Development in Hanoi, Vietnam
Expected starting time: September, 2012
Job Purpose: Assist the Project Management Unit to implement project activities and do administrative and financial work
Key responsibilities and Accountabilities:
- Maintain office records and reference files on related activities; receive, screen and route correspondence; send and receive e-mails and fax correspondence;
- Assist CWD’s chief accountant in issues related to PHSP
- Liaison between CWD Accounting Department and PHS Project Office
- Assist the project team in organizing project activities, workshops, etc… including cost estimates, logistics, and necessary administrative support;
- Assist in the development of project work plan;
- Assist in the development of the project budget;
- Monitor project budget in terms of expenditures according to the work plan;
- Control all the budget releases according to the budget line items;
- Ensure timely payment of salaries, utilities, invoices etc;
- Assist in monitoring receipts/expenses and prepare reports on a quarterly basis/as needed;
- Prepare documentation for discussions and briefing sessions;
- Prepare progress reports and financial reports of the project as per procedures of donors;
- Provide support and guidance to joint partners on the CWD and AECID administrative and financial regulations and practices;
- Maintain office filing system, prepare minutes of the meetings;
- Ensure regular updating of files related to project proposals, agreements, budgets;
- Financial reports, narrative reports, amendments, extensions, no cost extensions etc…
- Logistics
- Other tasks required by Project Management Unit.
Experience:
- A minimum of two years proven practical experience in general administration and Accounting work,
- At least two years of experience in working for development projects,
- Advanced computer skills, proficiency in accounting soft-ware and use of e-mail and Internet
- Fluency in spoken and written Vietnamese and English is essential.
- Ethical, responsible and enthusiastic approaches are important
- Experience working with vulnerable women and children is an asset
Qualifications & Competencies:
- University degree and certification in management, finance and accounting
