Project Officer CBDRM

About NLRC:
The Netherland Red Cross is part of the Red Cross / Red Crescent Movement and works in Vietnam in partnership with its sister organization, the Vietnam Red Cross. The support to Vietnam focuses on Community Based Disaster Risk Management, Climate Change Adaptation, Relief and Recovery after Disasters and Capacity Building of the Vietnam Red Cross. The NLRC has a small team in Vietnam (1 expatriate and 3-6 national staff) that works together with the VNRC and other Red Cross organizations in Vietnam.

Position information:
Position title: Project Officer CBDRM
Reporting to: Representative of NLRC in Vietnam
Contract: 1 year contract with high potential for extension
Based in Hanoi with frequent travel to Quang Binh and Quang Tri.

Purpose of the Job:
To jointly implement with the DP team of the Vietnam Red Cross Society at HQ and provincial level a CBDRM project in two coastal provinces in Vietnam. This concerns the project Community Based Disaster Risk Management in Quang Binh and Quang Tri.

Description of the project
The project’s overall objective is: Building safer and economically more resilient communities in Quang Tri and Quang Binh. The following 3 results are expected:
- Result 1: In all target communes, the capacity of local authorities (esp. CFSC) and citizens in carrying out a participatory Vulnerability Capacity Assessment, analyses and CBDRM planning has improved.
- Result 2: In all target communes the capacity to prevent, response to and mitigate weather-related disasters has increased.
- Result 3: the communes have economic strength to prevent the impact of disasters and to recover quicker from disasters.

Result 3 is a new feature for the CBDRM work of the NLRC and VNRC, for that component cooperation will be sought with the People’s Credit Fund that will support in trainings and other relevant activities.

The project will have a timeframe of 3 years, in which it is expected to have 2 cycles of project activities, the project will start in 6 communes (3 in each province) and during the implementation this can be widened. 

Areas of responsibilities:
The incumbent will undertake the following responsibilities:
- Working alongside with VNRC and NLRC project officers to ensure good project planning, implementation and monitoring. This includes joining VNRC on the frequent monitoring trips to the project sites, and making sure that lessons learned and experiences identified are properly reported and followed-up.
- Develop the detailed project plan based on the accepted concept note and the priorities of the target communes.
- Networking and develop good relations with People Credit Fund (they will be supporting in the Micro Finance component)
- Jointly organize trainings and workshops and prepare field studies.
- Support communes and VNRC Facilitators with VCA assessment and follow up on the VCA results.
- Support Commune authorities and VNRC staff to implement the project activities at commune level.
- Give technical backstopping on topics of CBDRM, PM and Micro Finance.
- Liaise with partners that work with VNRC on CBDRM.
- Prepare draft interim and final donor reports in the English language following donor format.
- Liaise strongly with the NLRC Finance Officer on financial management and reporting.

Reporting:
The incumbent will report to the NLRC Representative in Hanoi and is expected to be self-instructive, pro-active and independent. Reporting will be based on the outputs and outcomes.

Key requirements:
- Qualifications: Minimum master degree (or Bachelor with experience) 
- Knowledge on CBDRM and Vulnerability Capacity Assessment and / or knowledge on Micro Finance is required.
- Working Experience: Minimum three years of project management experience.
- General understanding of the Vietnamese Government system (incl. mass-organizations)
- Languages: Excellent command of written and spoken Vietnamese and English
- Skills and qualities: General computer literacy (MS Windows/Office)
- Knowledge of all aspects of project management cycle and logical framework methodology
- Excellent training skills, and willing to learn.                        
- Good interpersonal, communication and negotiation skills and open-minded attitude to working with a variety of people
- Ability to work in team and independently.
- Creative, focused and responsible.
- Ability to be self-analytical and self – critical.

Salary and secondary benefits are competitive with similar positions with other INGOs in Vietnam and will depend on the level of experience and education of the candidate.
