CRS Background

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam since 1994. In partnership with government, civil society and communities, CRS implements programs in 12 provinces/cities in Vietnam. The Vietnam Program has a diverse funding base in the sectors of Disabilities, Mine Risk Education and Landmine Survivors’ Assistance and Disaster Risk Reduction. CRS Vietnam is part of the Mekong Sub-region along with the Cambodia, Laos and Myanmar programs.

In 2018, CRS collaborated with Institute of Population, Health and Development (PHAD) to develop the project of “Sustainable and interdisciplinary rehabilitation services for Persons with severe Disabilities in Binh Dinh and Quang Nam Province”. This project has been approved with funding from USAID.

Job Summary:

As a member of the “Disability Program”, The Project Officer will monitor and report on project activities (following the model of fixed amount award – FAA) in support of CRS’ work serving the poor and vulnerable, especially children and persons with disabilities. His/her thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. S/he will contribute to the reflection of program achievements, documentation and program development.

Job Responsibilities:

  • Support the coordination and implementation of assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices with focus on working with health and community partners in Binh Dinh province. This includes project financial relating tasks such as preparing project partner advance, liquidation, report and budget plan.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
  • Ensure and maintain partnership relationship at both local level in targeted project districts (tentatively in Tuy Phuoc, TaySon and Phu Cat) in Binh Dinh and provincial level hospitals; other relevant stakeholders at national level including the prime organization of Institute of Health, Population and Development (PHAD) and other USAID grantees; and collaboration with Disability program team in order to ensure cross learning; Assist partners in their efforts to reflect on project experiences.
  • Involve in facilitating partners and directly implement project Monitoring, Evaluation, Accountability and Learning (MEAL) activities under the assignment level, with focus on monitoring and implementation process. Collaborate with local partner(s) to prepare reports per established reporting schedule.
  • Take main responsibilities for ensuring the project partners are following its compliance with relevant donors (USAID) in managing project budget, accountability towards the project beneficiary effectively.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
  • Participate in proposal development and growth for Disability program through engagement in data collection of relevant stakeholders, donors, situations of disability program and proposal design.

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s degree in fields relating to Public Health (preferable in rehabilitation profession) and/or Community Development and/or Social Sciences.
  • Minimum of 3 years of work experience as a project officer. Experience in disability, health system strengthening, rehabilitation, direct service delivery and field-based position is preferred.
  • Experience in participatory action planning and community engagement
  • Experience monitoring projects and collecting relevant data preferred
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to detail, accuracy and timeliness in executing assigned responsibilities

Required Foreign Language

  • Good spoken and written English

Travel Required:

  • This position is based in Binh Dinh with about 50% travel to tentative project sites in Tuy Phuoc, Tay Son and Phu Cat districts.

  • External: PHAD, targeted hospitals, Provincial and district partners; other USAID grantees, International and Vietnamese NGOs; Disability working group members
