The project “Promoting the transition of the energy sector in Viet Nam” (TEV) funded by German Federal Ministry for Economic Cooperation and Development (BMZ), to foster the development of a long-term political energy transition strategy, including legal and regulatory fundamentals, as well as the transfer of technological knowledge to Ministry of Industry and Trade (MOIT).
The TEV project aims to enhance the strategic, legal, regulatory, and technological requirements for a low-carbon, environmentally friendly energy transition. Throughout TEV project, mutual benefits can be created by leveraging the expertise of Vietnamese energy stakeholders to provide advice at a high political level; learning the best energy transition strategies from international countries; analyzing socio-economic impacts of different energy transition scenarios; and promoting sector coupling such as heat supply, industry and mobility for better climate protection.
The TEV’s principal implementing partners will be Electricity Regulatory Authority of Viet Nam (ERAV) and Electricity and Renewable Energy Authority (EREA) and downstream implementing partner: Viet Nam Electricity (EVN) & its’ subsidiaries.
Thus, we are looking for a highly qualified professional to fulfil the following position:
Project Officer in Electricity Tariff
Duty station: Ha Noi, Viet Nam
Duration: Starting ASAP until 31. December 2026, with possibility of extension
Main responsibilities:
The role of a Project Officer is not only taking charge on implementation of technical activities but also to support maintaining an effective communication and collaboration between GIZ and its implementing partners i.e., ERAV, EREA under MOIT within the scope of the TEV project.
The specific tasks of the Project Officer in the TEV project between GIZ and ERAV may vary depending on the details and objectives of the project. However, some main tasks that the Project Officer in this context might be expected to fulfill include the following obligations:
- Provide technical/policy advice to relevant principal implementing partners (i.e., ERAV & EREA) to accelerate Energy Transition in Viet Nam with strong focus on legal & regulatory for promoting New & Renewable Energy, Demand Side Management (DSM) and Electricity Pricing.
- Manage & oversee the selection and assignments of consultants while implementing the Project-related activities.
- Prepare, coordinate and organize the Project-related technical workshops, training and seminars in cooperation with partner and project staff members.
- Provide technical support for monitoring, evaluation, documentation and dissemination of the implementation of the Project-related
- Support other project-related activities, when required.
- Be flexible and ready to undertake additional tasks as directed by
- Be prepared for travel, both domestically and internationally, as required.
- Facilitating the exchange of information, coordinating activities, and ensuring smooth interactions between GIZ and ERAV & EREA.
Minimum requirements:
- Minimum of a bachelor’s degree in an area that is related to Energy Transition, such as energy-based economics and/or energy engineering or equivalent.
- Minimum 10 years of relevant work experience in Viet Nam’s Power Sector, focusing specifically on the areas of Electricity Tariff & Fee setting, Power System & Power Market Operation, New & Renewable Energy Planning and Demand Side Management (DSM).
- Minimum 10 years of experience in working with/for relevant stakeholders in Viet Nam’s Energy industry, especially with/for the main partners of the Project, i.e., ERAV, EREA and EVN. Candidates with work experience for governmental institutions in Viet Nam preferably with MOIT (ERAV, EREA) is an advantage.
- Experience working with international development organizations would be an additional asset.
- Profound understanding of the legal & regulatory framework of Vietnam’s Energy Industry, including Vietnam’s energy transition-related strategies.
- Profound understanding of Viet Nam’s National Energy & Power Development Master Planning.
- Proven experience in managing and conducting multi-stakeholder engagement sessions of a diverse
- Experience in working with local, provincial, or national
- Demonstrated experience of working in a team
- Ability to work independently, approach tasks proactively, and provide results on
- Ability and willingness to acquire knowledge and quickly master new
- Ability to facilitate international working groups, workshops, and
- Full professional proficiency in Advanced knowledge of German is an asset.
