Project Officer; Interpreter

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) was established on 1 January 2011. It brings together under one roof the long-standing expertise of the German Development Service (DED), the German Technical Cooperation (GTZ) and InWEnt – Capacity Building International, Germany. As a federally owned enterprise, it supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. We are also engaged in international education work around the globe.
GIZ operates in many fields, including economic development and employment; governance and democracy; security, reconstruction, peace building and civil conflict transformation; food security, health and basic education; and environmental protection, resource conservation and climate change mitigation.
For many years, Viet Nam has been a priority partner country for German Development Cooperation. Projects and programmes cover the following three priority areas of cooperation, which are closely interlinked with the overarching goal of Poverty Reduction: 1) Sustainable Economic Development and Vocational Training; 2) Environmental Policy, Natural Resources and Urban Development; and 3) Health.

In this context the German Government supports the implementation of the project Poverty Alleviation in Rural Areas (PARA) through GIZ and in cooperation with the IFAD project Improving Market Participation of the Poor (IMPP). The project is under the leadership of the PPC and implemented through the PCU and respective line agencies. To support a sustainable and pro-poor implementation GIZ provides its technical advice and support for the project. After successfully completing Phase 1, Phase 2 is now running until mid 2013. The overall objective of the programme is to improve the participation of poor rural people in a range of markets. To achieve this objective, the project assists stakeholders and institutions to establish processes and apply tools that improve market access. Key processes include local development planning, local and regional economic development, value chain promotion and market linkages, as well as SME promotion. To support these key processes, GIZ is seeking 2 qualified Vietnamese candidates for the full-time positions of:

1. Project Officer
Duty Station: Tra Vinh Town
Responsibilities/Tasks:
- Assist in conceptualising programme activities related to the above key processes.
- Plan and coordinate the implementation of such activities.
- Contribute to the design and implementation of training measures.
- Identify and guide national consultants to provide specific subject-matter inputs.
- Identify and pursue opportunities for value chain promotion and market linkages.
- Provide inputs for documentation of experiences and lessons learnt from programme implementation.
- Prepare reports and presentation materials.
- Monitoring and evaluation of project progress/impact and revision of documents.

Qualifications:
- University or master degree in agricultural science or a related field, including economics.
- At least 3 years of working experience in agricultural extension, production and marketing.
- Working experience in development work, preferably in agricultural value chain promotion is a plus.
- Experience in designing participatory and interactive training measures will be considered an asset.
- Good communication, cooperation, and teamwork skills.
- Good command of both spoken and written English.
- Good command of Microsoft Windows and Microsoft Office applications.

2. Interpreter
Duty Station: Tra Vinh Town

Main responsibilities:
- Maintenance of an overall good flow of communication to and from the CTA 
- Translating documents from Vietnamese into English and vice versa
- Assisting in the preparation of trainings/workshop materials and layout documents for project meetings
- Participation in field trips, meetings and other occasions and accompany consultants and experts to the project locations

Minimum qualifications:
- University degree in English.
- Good translation/interpretation skills for English and Vietnamese; specific knowledge of technical terms used in development assistance, poverty reduction, market development, is an asset.
- At least 3 years of working experience, ideally working with NGOs or ODA projects.
- Highly motivated and able to work under high pressure and within a limited time frame. 
- Good skills in IT Office applications such as WORD, EXCEL, PowerPoint, Outlook.
- Excellent communication skills.
