The GIZ Energy Support Programme (ESP) cooperates closely with the Ministry of Industry and Trade (MOIT) and other key public and private actors to advance Viet Nam’s ambitious energy transition. Our work spans policy advice, capacity building, and market development in critical areas such as solar and wind energy, energy storage, coal phase-out, and smart grid development.

To strengthen our team in Hanoi, we are seeking a qualified and motivated candidate for the position of:

Project Officer

on Energy Transition Portfolio Management and Impact Monitoring

Duty station: Ha Noi, Viet Nam

Duration: Starting ASAP for 1,5 years contract with the possible extension

 

As a Project Officer, you will play a key role in managing our growing project portfolio, shaping impact monitoring systems, and supporting technical cooperation activities across the energy transition landscape. You will work across multiple projects and contribute to both strategic and operational tasks.

 

Main responsibilities:

 

Portfolio Management

  • Contribute to the strategic development of the ESP portfolio, including concept development and proposal drafting.
  • Support internal processes such as digitalization, communications, and internal capacity building.
  • Coordinate monitoring, evaluation, and reporting across the cluster and individual projects (e.g., GIZ information systems, reporting to the German government).
  • Liaise and network with key energy stakeholders, including ministries, regulators, utilities, development partners, and the private sector.
  • Provide cross-cutting support for cluster-wide initiatives and events.

 

Impact Monitoring and Evaluation

  • Lead the further development of ESP’s impact monitoring framework, including coordination with external service providers.
  • Collaborate with our communications team to develop compelling impact stories and success cases.

 

Support to Technical Projects

  • Assist in operational implementation of selected technical cooperation activities, including research, event coordination, and knowledge management.
  • Contribute to workshops, webinars, and technical analyses.

 

Minimum requirements:

  • University degree (BSc/MSc) in energy, public policy, economics, geography, communication or a related field.
  • Minimum three years of relevant professional experience, preferably in international cooperation or sustainable development.
  • Strong experience in monitoring and evaluation of development projects.
  • Excellent written and spoken English; proficiency in German is a strong asset.
  • Highly organized with strong analytical, communication, and teamwork skills.
  • Proficient in MS Office; experience with digital tools and platforms is an advantage.
  • Self-motivated, proactive, and capable of working independently and reliably.
