Project Officer; Project Coordinator

Union Aid Abroad – APHEDA is a non-profit, non-governmental organization, an Australian based international development agency supporting partnerships for Decent Work and Community Empowerment for People with Disabilities; Adaptation and Respond to Climate Change; Gender and Capacity Building through Female Candidate and Deputies of People’s Council, Vocational Training to improve living standards for vulnerable people and Trade Union & Labor-based Programs in Vietnam.

APHEDA is now seeking qualified candidates to the following positions of 1) Project Officer for project Decent Work and Community Empowerment for People with Disabilities and 2) Project Coordinator for project Developing Community Resilience and Adaptation to Climate Change

1.    Project Officer for Decent Work and Community Empowerment for People with Disabilities:

Tasks and Responsibilities:

The Project Officer for project Decent Work and Community Empowerment for People with Disabilities will be under the general direction of the APHEDA Vietnam Office, assist Country Manager, Regional Coordinator and International Technical Advisor in all aspects of the project and carrying out the following tasks:

  • Project implementation in accordance with the project document;
  • Assist in implementing specific tasks of the project, including making all arrangements for the workshops and training sessions to be conducted under the project;
  • Providing support to the Vietnam Office relating to technical and administrative procedures, rules and regulations;
  • Draft in, or translate into Vietnamese/English  technical documents, news releases, official correspondence, and other public information materials; Act as interpreter as required;
  • Partner Liaison;
  • Other tasks as required.

Required qualifications, skills and experience:

  • University graduate in Social Sciences or related fields; Post-graduate degree is an advantage
  • A minimum of 3 years relevant work experiences in Project leadership and management positions.
  • Experience in resource mobilization and capacity building for Civil Society Organization, preferably in Disability and/or Vocational Training and Employment program implementation
  • Fluency in English and Vietnamese, both verbally and in writing reports
  • Computer literate and effective abilities in Word, PowerPoint, Excel
  • Ability to work with a minimum supervision, exercise judgment, meet deadlines
  • Communicating in a credible and effective way
  • Team work and networking skills
  • Good networking skills
  • Ability to travel frequently to project sites.

2.    Project Coordinator for Developing Community Resilience and Adaptation to Climate Change

Tasks and Responsibilities:

The Project Coordinator will be under the general direction of the APHEDA Vietnam Office. S/he will be responsible for overall coordination of the project and providing technical input in cooperative development at the ratio of 70:30% timing in consultation with the Country Manager. 

In particular, s/he will assist the Country Manager and Regional Coordinator in carrying out the following tasks:

  • Technical advisory and coordination: expertise in cooperative development and lead the cooperative development program
  • Project implementation in accordance with the project document;
  • Assist in establishing and implementing project monitoring and evaluation systems in order to provide regular information on progress towards objectives and assess the impact of the projects
  • Draft in, or translate into Vietnamese/English technical documents, news releases, official correspondence, and other public information materials; Act as interpreter as required;
  • Partner Liaison;
  • Project activities and Field trip reports
  • Other tasks as required.

Required qualifications, skills and experience:

  • University graduate degree in Environmental Sciences or Economics, natural resources management related subjects plus a minimum of 3 years relevant work experiences. Post graduate degree is an advantage.
  • Experiences in cooperative development and surveys and studies are essential.
  • Good project coordination and excellent advisory skills
  • A minimum of 3 years relevant work experiences in Project leadership and management positions.
  • Experience in resource mobilization and capacity building for Civil Society Organization, preferably in Disability and/or Vocational Training and Employment program implementation
  • Fluency in English and Vietnamese and good report writing skills.
  • Computer literate and effective abilities in Word, PowerPoint, Excel
  • Ability to work with a minimum supervision, exercise judgment, and meet deadlines.
  • Good communication skills including emails and interpersonal skills.
  • Team work and networking skills
  • Good networking skills
  • Ability to travel frequently to project sites.
