I.    Introduction

SCC is a UK registered charity working exclusively in Vietnam. A child protection policy is applied across all our activities. The vision for SCC is to work towards the elimination of poverty in Vietnam through education. Our mission is that: “SCC enables disadvantaged youngsters in Vietnam to reach their full potential through receiving a quality education relevant to their needs.”

Saigon Youngsters’s Charity is committed to the education of disadvantaged youngsters in Ho Chi Minh City and in some rural provinces in the South of the country. We currently work in Ho Chi Minh, Tay Ninh, Tra Vinh, Tien Giang, Dong Nai, Hau Giang, Kien Giang, Quang Tri, Phu Tho, and Ninh Binh. We help disadvantaged youngsters by giving them opportunities to approach adulthood with good education, good health and to be able to sustain themselves and their families.

Education is, we believe, the most lasting and effective way we can help youngsters and their families to escape from the cycle of poverty and it represents a double investment – an investment in the youngsters but also an investment in the future of Vietnam. SCC has built up a reputation as a strong and effective NGO in Ho Chi Minh City and as the educational charity of first choice for partners..

II.    Description

1. Position: Project Officer

2. Accountable to: Manager of Development and Integration Programme

3. Main responsibilities

  • Ensure that youngsters who are admitted into the programme are from genuinely disadvantaged background and that they want to take a vocational training and get a job but cannot do that due to financially deficiency of their families; 
  • Ensure that youngsters in the programme receive proper, good quality and in time support to fulfill their vocational training and have a job after all ;
  • Ensure that youngsters in the programme are followed up closely and are provided with counseling whenever needed;
  • Ensure that all information relating to the youngsters are recorded, updated and documented timely and accurately;
  • Ensure that the relationship and cooperation with local partners are nurtured to the highest satisfaction;
  • Keep the Programme Manager updated of any problems arising for the youngsters and make suggestions to provide immediate and additional support through the Urgent Support Scheme to ensure the youngsters receive the support they need to continue their training.

4. Specific tasks

4.1 Planning, Implementing, Monitoring and Evaluation

  • Reach out to disadvantaged youngsters who want to learn a job through various channels;
  • Visit youngster’s family to identify his/her family circumstances especially for newly admitted one;
  • Talk with the youngster and his/her family to understand the motivation and willingness for learning a job and having employment;
  • Send youngster who is admitted into the programme to appropriate vocational training places; closely follow up and provide appropriate support during the training process;
  • Keep close contact with training places and youngster’s parents to get updated information about the his/her learning situation and provide timely support or intervention to help him/her fulfill their training period;
  • Introduce youngster who has urgent needs to the Manager of Psycho-social Counseling and Life skills to be counseled and supported timely;  
  • Promote the highest participation of parents both materially and spiritually during the supporting process;
  • Contact potential employers and send youngster to work after he/she has finished the training;
  • Follow up youngster during his/her first six months of employment and provide timely support if needed to make sure he/she is not labour exploited;
  • Record updated information about the training as well as employment situation into the database every month;
  • Give new idea to provide best supports to young people, both in qualities and quantities provided that these ideas are in line with the DIP Programme;
  • Mobilise youngsters in the programme to participate in life skills training sessions
  • Cooperate closely with the Manager of Psycho-social Counseling and Life skills in the discussion and decision making on training topics, contents, methods and time so that they are appropriate with the age, educational level and needs of the young people

4.2 Feedback, Sharing Information and Reporting

  • Provide feedback and share all information relevant to the youngsters in the programme periodically (directly in monthly meetings or in writing) with the Programme Manager;
  • Document and provide information relevant to the youngsters in the programme to the Programme Manager upon request;
  • Submit quarterly report to the Programme Manager on time and with good quality; 
  • Provide articles for SCC website and newsletter regularly.

III.  Required

  • Vietnamese national with a university degree
  • A minimum of two years of work experience
  • Ability to work with vulnerable and disadvantaged young people
  • Ability to work in a team
  • Excellent verbal and good written communication skills (in English and Vietnamese)
  • Proficiency in using Microsoft Office Tools
