Project Technical Assistant

Paz y Desarrollo (PyD) is the organisation that jointly manages The Love Journey (Hanh Trinh Yeu Thuong): Danang Schools-based Gender Equity and Gender Violence Prevention Project with the Danang Department of Education and Training. The objective of the project, the first initiative of its kind in Vietnam, is to prevent gender-based violence before it occurs. PyD is doing this through a primary prevention strategy by encouraging gender equitable attitudes among boys and girls, promoting critical reflection on harmful gender stereotypes and building key relationship and life skills. Key influencer groups at different levels are also being involved to create an enabling environment for boys and girls participating in the project.

The Love Journey’s violence prevention curriculum has been adapted from the Gender Equity Movement in Schools project from the International Centre for Research on Women (India).  This curriculum, along with student led campaign activities, are now being piloted in ten Danang secondary schools with preadolescent boys and girls (11-14 years of age). PyD project staff regularly support and provide capacity building to Department of Education officials, school management boards and teachers to implement the learning programme.

PyD Vietnam is now looking for a qualified candidate to fill the position of Project Technical Assistant for a schools-based prevention of gender violence project in Danang.

3.  Project Title: Hanh Trinh Yeu Thuong (The Love Journey, or HTYT in short): Danang Schools-based Gender Equity and Primary Prevention of Gender-based Violence Project.

9.  Description of tasks:

Under the direct supervision of Paz y Desarrollo, the Project Assistant will undertake the following tasks:

Administrative assistance
·         Support in drafting project memorandums of understanding and agreements, official documentations, TORs, advertisements and contracts;
·         Support in preparing project budgets and make modifications to existing budgets when required;
·         Support in restoring and maintaining the database including updating and organising information; for renewal of Web pages;
·         Support in preparing activity report and annexes;
·         Accompany Project Officers and the Project Coordinator to meetings when required and take detailed meeting minutes;
·         Prepare contracts with local partner project personnel, including members of the Board of Management (BoM), coordinators and teachers;
·         Prepare list of participants, receipts, individual per diem, group per diem and other financial supporting documents, following project templates, for activities implemented in Danang;
·         Review financial supporting documents, activity budgets, and support with the preparation of liquidation of activities;
·         Call for quotations and proposals, prepare comparison tables for selection of suppliers, and initiate financial contracts;
·         Record and file project incoming and outgoing correspondence;
·         Update school implementation schedules;
·         Set up and maintain the list of teachers and parents;
·         Procure stationary upon request and maintain inventory of stationary for use in office;
·         Provide written and verbal translation support with meetings, reports and project communication materials;
·         Arrange, book and confirm meetings, venues, travel and project logistics;
·         Photocopy required documents; and
·         Other tasks assigned by the project officers and project coordinator.

Technical assistance

Implementation of the HTYT curriculum and campaigns

·         Conduct class observations in schools;
·         Observe campaign activities in schools;
·         Write observation reports; and
·         Monitor project emails and coordinate with relevant Programme Officers to provide answers to schools.
·         Input curriculum and training data into database under instruction of Project Officers

School-based counselling services

·         Monitor regular meetings and reporting of school counselling teams along with Project Officers
·         Input counselling data into databank under instruction of Project Officers

Project website update

·         Upload project information and documents on website monthly
·         Facilitate and respond to web forum discussions with teachers, parents and students daily
·         Summarize project events and activities on the news section weekly

10.  Results/ expected output:

·         Project memorandums of understanding and agreements, official documentations, TORs, advertisements and contracts drafted;
·         Project budgets and modifications to existing budgets prepared when required;
·         The database including updating and organizing information for renewal of Web pages restored and maintained;
·         Activity report and annexes prepared;
·         Detailed meeting minutes taken and saved weekly;
·         Contracts with local partner project personnel, including members of the Board of Management (BoM), coordinators and teachers prepared;
·         List of participants, receipts, individual per diem, group per diem and other financial supporting documents, following project templates for activities implemented in Danang prepared;
·         Financial supporting documents, activity budgets, liquidation of activities reviewed and prepared;
·         Call for quotations and proposals, comparison tables for selection of suppliers prepared, and financial contracts initiated;
·         Project incoming and outgoing correspondence recorded and filed;
·         School implementation schedules updated monthly;
·         The list of teachers and parents established and maintained;
·         Stationary procured upon request and inventory of stationary maintained for use in office;
·         Written and verbal translation support with meetings, reports and project communication materials provided;
·         Meetings, venues, travel and project logistics arranged, booked and confirmed;
·         Required documents photocopied;
·         5 Class observations, 10 campaigns observations and counseling team meeting reports written a school semester;
·         Curriculum and training and counselling data updated into database monthly under instruction of Project Officers; and
·         The project website and forum updated weekly.

11.  Qualifications/ requirements:

·         University degree: social sciences or other relevant field;
·         At least 3 years of experience in international project environment;
·         Excellent oral and written communication skills in English & Vietnamese;
·         Understanding of gender in development, education, and gender-based violence;
·         Advanced Microsoft Office software and desktop publishing skills. Graphic design skills desirable;
·         Background in education, campaigning or communication desirable;
·         Experience working in/ with community-based organizations; and
·         Willingness to work actively in the community.

12.  Living conditions:

The duty station is Da Nang, Vietnam, but the assignment may require regular travel within the city. The salary is competitive depending on the experience and qualifications of the selected candidate.

13.  Conditions of service:

An annual extendable contract will be signed given satisfactory performance and availability of funds.
