Proposals Writing Supervision Consultant

1. Background

The USAID-funded Vietnam Forests and Deltas Program (VFD) is a five-year program, began in late 2012, is being implemented by Winrock International in partnership with Ministry of Agriculture and Rural development, and other partners including the Netherlands Development Organization (SNV), American Red Cross, Vietnam Red Cross, and Center for Sustainable Rural Development, in conjunction with the Government of Vietnam's Ministry of Agriculture and Rural Development and provincial governments.

Currently, the VFD is supporting Tre Xu Thanh Company (TXT) in Thanh Hoa province to develop proposals for access World Bank VIIP fund financing. Therefore, this is seeking an experienced consultant to supervise the implementation schedule and quality of technical reports and proposals produced by hired experts.

2. Objective of the consultant's work

The Consultant is to supervise the implementation schedule and quality of reports and proposals produced by hired consultant, provide inputs to improve the quality of reports and report directly to VFD on implementation schedule and obtained results.

Detailed description of work:

The Consultant will work closely with VFD members to coordinate with technology/innovation experts and provide peer review for the proposals/reports.

The Consultants' work includes the following:

• Day to day communicate with the hired experts to update the schedule and obtained results;
• Coordinate works to be implemented by hired expert;
• Monitoring the work quality done by the hired experts for these tasks by reviewing the reports/proposals produced by them and provide inputs for improvement;
• Reporting implementation schedule and work quality of each hired expert to line manager once a week;

3. Qualifications of Consultant

Essential Qualification:

• Master's in Business Administration /Economics or related fields;
• Having experience in writing Business Plan and Project proposal;
• Familiar with the requirements for funding applications;
• Experience  in project management using log-frame  approach, social impact assessment;

4. Outputs and deliverables:

The consultant(s) needs to deliver the following outputs:

• Weekly schedule and work quality monitoring report done by hired experts
• Inputs to improve the quality of reports/proposals produced by hired experts

5. Duration

Duration is expected to be initially for a period two months, with 8 working days
