Providing 02 Consultants to Compile and Develop the Book Titled “Programme 135 Phase II – a Road of 5 Years”

The United Nations Development Program (UNDP) is currently supporting the Government of Vietnam through the Project VIE 02/001 “Support to the Improvement and Implementation of National Targeted Programs on Poverty Reduction" (hereinafter called the Project). The Project's total budget is USD 6.5 million, and the duration of implementation is from 2002 to 2010, with the objective to support the improvement and implementation of the National Targeted Program on Poverty Reduction (NTP-PR) and the Program for Socio-economic Development for Communes Facing Extreme Hardship in Ethnic Minority and Mountainous Areas in the 2006 – 2010 period (Program 135 - II). Program 35 - II (P135-II) is aimed at promoting agricultural production; accelerating the structural shift in production practices towards a more market orientation; continuing the improvement of material and spiritual life of ethnic minority people in communes and villages facing extreme hardship; and narrowing the development gap between the ethnic minority areas and other areas. By the end of 2010, the target is for there to no longer be hungry households in the targeted areas, and for the poverty rate of ethnic minority households in these areas to be less than 30%.
Program 135 - II which is implemented in the 2006 – 2010 period, has four components:
(i) Support to Production Development; (ii) Basic Infrastructure Development; (iii) Capacity Development; and (iv) Livelihood Development. The main task of localities, districts and communes is to implement directly the Program 135 - II under the supervision of responsible agencies which provide direction and coordination of the Program, creating favourable conditions through development of policies and instructions. This is the final year of the Program 135-II and also the final year of the Project funded by UNDP – Support to the Improvement and Implementation of the Program 135-II, therefore, there will be a review on support effectiveness of the Project to this Program.
