Provincial Advisors

The Global Competitiveness Facility (GCF) with a budget of VND 216 Billion for the period Jan. 2011 and Dec. 2013 is one of the components of the Danida supported Business Sector Programme Support.
The objective of the GCF is to increase the competitiveness of private Vietnamese businesses in export-oriented sectors through better access to relevant business services and exposure to innovative business models. To this end, Danida has set up a matching grant facility designed to strengthen the delivery of relevant business services and to stimulate innovative business models to tackle development bottlenecks of selected export-oriented sectors and value chains. These will include value chains in agriculture, aquaculture and fish processing, handicraft production, tourism and potentially other export sectors.
GCF will assist innovative business models and ways of privately delivering business services with the aim to stimulate strategic innovative thinking of private businesses and service providers. It will provide grant-funding to innovative private Vietnamese investors to share their risk of trying out something new and reducing the initial cost of analysing markets, introducing and adapting new technology and creating human capacities previously not available in the local market. Successful new business models are then expected to be replicated by other investors in the provinces and throughout Vietnam.

The GCF Secretariat wishes to recruit Provincial Advisors to work in Can Tho and An Giang Provinces for 3 years with an initial probation period of 3 months.

Duties and Responsibilities of Provincial Advisors:
- Raise awareness about GCF in the province.
- Organise and maintain stakeholder networks and frequently liaise with the provincial government about development prospects in priority sectors and value chains, project ideas and about the progress that GCF has made.
- Stimulate project ideas and assist in developing project proposals at the local level.
- Assist in implementation of the approved projects and ensure the quality and timeliness of financial and indicator reporting systems.
- Provide managerial capacity building to grantees wherever needed.
- Facilitate information exchange on GCF relevant matters within and across provinces
- Manage the GCF Provincial Office and report to and work under the supervision of the (international) Senior Advisor.

Desired Qualification:
- Vietnamese citizens preferably with extensive knowledge and business experience in Can Tho and An Giang provinces.
- Fluent in spoken and written English.
- Masters in Business administration, Development Studies, Economics or similar relevant to business sector development.
- First hand experience of working in Agriculture, aquaculture, handicrafts, tourism or other disciplines relevant to sectors and value chains supported through GCF.
- Excellent communication and facilitation skills, high flexibility and interest in working in an unusual and challenging work environment are prerequisites.
