FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. FHI 360 leads Meeting Targets and Maintaining Epidemic Control (EpiC), a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). As part of a broader portfolio of activities, EpiC supports community-based organizations and social enterprises in seven provinces (Can Tho, Dong Nai, Hanoi, Ho Chi Minh City, Kien Giang, Tay Ninh, and Tien Giang) to provide HIV services in the community.

EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a Provincial Coordination Consultant based in Can Tho or Kien Giang and focused on the following tasks:

Main responsibilities:

  • Develop and maintain relationships with provincial authorities and community representatives in designated provinces and communicate project’s priorities to partners and the government to ensure they are aligned with the government’s guidelines and plans.
  • Work with provincial authorities to access key HIV epidemic data and liaise with the monitoring and evaluation team to analyze that data to inform project interventions.
  • Convene a team of provincial, site, community-based representatives, and project resources to monitor the HIV epidemic and project activities in two to four provinces.
  • Identify technical assistance and demand generation priorities within each province and work with colleagues and external experts to fill those gaps.
  • Understand, explain, and inform national guidance on a public health cluster response and social contracting.
  • Serve as the project representative in province of residence to support a variety of project activities.
  • Work with technical experts to execute on technical priorities including training on HIV service provision, demand generation, and data use for decision making.
  • Develop or inform training materials and national guidelines on public health cluster response.
  • Work closely with colleagues to ensure timely and accurate flow of data to inform interventions.
  • Document project efforts, including successes and challenges.
  • Help community-based organizations in Can Tho and Kien Giang meet provincial authority expectations to develop and maintain social contracting mechanisms.
  • Perform other relevant duties as assigned.

Requirements:

  • University degree in medicine, public health or related field, advanced degree preferred.
  • Relevant experience supporting HIV programs, ideally with experience within provincial government health systems.
  • Computer proficiency in word processing, databases, and spreadsheets.
  • Organized person with attention to details and ability to work effectively in a cross-cultural setting and under pressure.
  • Experience with VAAC, USAID and/or PEPFAR preferred.
  • Well-developed written and oral communication skills in both Vietnamese and English preferred.
  • Ability to travel as necessary.

Period of Performance: Six months (full-time) from October 1st, 2023 to March 31st, 2024 with the possibility to extend based on funding availability.
