Position Title:    Provincial Coordinator

No. of positions:    02 positions (one in Son La and one in Lao Cai)

Location:    Son La and Lao Cai with frequent travel to project areas. Some travel to Hanoi

Period of Assignment:    1-year contract (with possible 2-year extension)

Reporting To:    Deputy Team Leader

CowaterSogema is recruiting a Provincial Coordinator to support a socio-economic development initiative - Aus4Equality|Gender-Responsive Equitable Agriculture and Tourism (GREAT Program) in Vietnam. 

The Program aims to:

  • Increase women’s economic empowerment
  • Improved access to markets and more effective engagement in the agriculture and tourism value chains in ethnic minority regions of North-West Vietnam. 
  • Improve coordination and policy in agriculture and tourism to promote gender equality.

Statement of Duty:    

The Provincial Coordinator establishes a close working relationship with the program’s partners in the province, acting as a focal point between the partners, the GREAT team, the Provincial Program Management Unit, maintaining a strategic relationship between CowaterSogema and DFAT.

Specific Duties:   

Under the guidance and supervision of the Deputy Team leader, the Provincial Coordinator will be responsible for:

  • Coordination and liaison: act as a focal point for GREAT in the province, establishing and maintaining working relationships with the PMU to ensure program planning and implementation
  • Together with Inclusive Business and Tourism Advisors, facilitate capacity building for  business partners  involved in the agriculture and tourism sectors to improve their inclusivity, profitability, and sustainability, and identifying and supporting opportunities for formal employment, particularly among ethnic minority women;
  • Identifying needs and facilitate capacity building activities for partners
  • Facilitate partners to strengthen the capacity of women to assume more responsible roles in businesses and business networks ;
  • Guide partners to adopt new approaches and documentation of lessons
  • Assistance: together with the technical adviser of GREAT and the management of the sections to support partners in preparing the annual plan, compiling the report and smoothly implementing the activities. Facilitate partners to learn, connect and communicate with relevant organizations and networks.
  • Work closely with the M&E team in implementing and embedding the M&E approach, capturing data and learning, and utilising learning for iterative adaptation of partner approaches, in line with DCED standards;
  • Coordinating with the Monitoring, Evaluation, Research and Learning and Communication Managers to plan and implement monitoring to ensure effective implementation of partner projects and of the whole program
  • Support the Team Leader and Deputy Team leader in actively monitoring and mitigating program risks;
  • Participate in seminars, internal discussions and with the stakeholders
  • Coordinate activities of GREAT office in the province to ensure coordination between Lao Cai and Hanoi GREAT offices

Required Qualifications:

  • At least a Bachelor’s degree in business, economics or a related field, such as agriculture; or a Bachelor’s degree with five years of relevant experience;
  • Minimum three  years’ experience in inclusive business, value chain development, and/or implementing markets for the poor approaches in Vietnam;
  • Experience working on agriculture and/or tourism value chain projects, particularly in Son La and Lao Cai provinces;
  • Experience supporting provincial authorities, private sector companies and local NGOs, farmers in Son La or/and Lao Cai, particularly with ethnic minority women;
  • Experience working collaboratively with multiple stakeholders, including government, community organisations and cooperatives, and private sector;
  • Good spoken and written communication skills (English and Vietnamese)
