Provincial Technical Coordinators
SNV Vietnam is looking for 8 Provincial Technical Coordinators, based in Lao Cai, Son La, Bac Giang, Nam Dinh, Binh Dinh, Tien Giang, Ben Tre, and Soc Trang provinces, Vietnam (Employment contract)

SNV has been working in Vietnam since 1995. Using the market based approach, SNV is committed to reducing poverty by catalyzing sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).
SNV Vietnam is currently seeking Provincial Coordinators for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The project is supported by the Asian Development Bank and the Government of Vietnam. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies. A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam.
We are looking for 08 dynamic and senior candidates to fill in the post of Provincial Technical Coordinators based in Lao Cai, Son La, Bac Giang, Nam Dinh, Binh Dinh, Tien Giang, Ben Tre, and Soc Trang provinces.
Responsibilities:
- work in close coordination with team in Hanoi to consolidate information relating to the progress of provincial biogas plant construction and biogas value chain development;
- coordinate with the local branches, PPMUs, service providers, and training agencies to facilitate the implementation of the project activities at commune levels;
- lead the provincial and commune personnel in organizing project activities;
- work closely with technicians, contractors and masons in conducting related surveys and district representatives to monitor the data gathering to support carbon market initiatives;
- ensure the regular disclosure of the list of qualified masons, contractors, biogas owners and other actors and facilitate meetings among them to establish biogas value chain facilities;
- coordinate activities of the Project Management Consultants with the PPMU relating to investment activities for climate smart agriculture waste management practices;
- assist PPMUs in organizing consultation workshops with biogas owners and relevant associations/cooperatives on exploring use and trade opportunities for treated bio-slurry and targeted technologies for storage and utilization of surplus biogas;
Candidate profile:
- Vietnamese citizen
- master degree in agriculture, economic, management or other relevant fields;
- Experience in providing the similar services on agricultural waste management and biogas technologies and/or other donor funded projects;
- 5 years of working experience including 3 years working for the donors’ funded development projects;
- thorough understanding of Vietnamese Law and regulations related to agricultural waste management and biogas technologies is an advantage;
- good command of oral and written English; and
- good computer skills (Word, Excel, Internet Explorer and Power Point).
Contract Duration: one year employment contract with possibility of extension
