Background

Winrock International, a USA headquartered non-for-profit business, is currently developing projects with the Government of Vietnam that aim to ‘to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development’ in selected provinces and urban areas. Winrock will be providing technical assistance for the promotion of climate-smart, low greenhouse gas emissions planning and actions in a diversity of sectors.

A critical enabling condition for implementation of national policies on Green Growth and Climate Change will be the active participation of the private sector in the planning process and future investments.

Description

Winrock International is seeking one, or more, experienced consultants to develop PPP strategies and a network of relationships that will contribute to the active participation and engagement of the private sector in Green Growth planning and implementation.

The principles responsibilities of the consultant/s will be to:
- Develop a PPP engagement strategy for climate change projects for selected provinces;
- Assess the most opportune “entry points” or approaches with the private sector for selected sectors;
- Assess the potential interests and barriers for lowering emissions in various sectors;
- Assess the potential for voluntary offsets of GHG emissions or CSR investments that can contribute to Green Growth objectives in the targeted provinces and;
- Assess the viability of engaging specific key companies for target sectors in commercial supply value chains to link with producer communities

Required Qualifications and Experience

Consultants must have several years of pertinent experience in the private sector and in the development of PPP programs with either government agencies or civil society organizations.
