Regional Gender Programme Officer

We are looking for an experienced and dynamic person to fill the following position:

REGIONAL GENDER PROGRAMME OFFICER
Reference number: RGPO 2015 - Laos
The post is a fixed-term contract, based in Vientiane, Lao PDR and/or Hanoi, Vietnam with some travel in the region.

The Role:    

  • Gender Mainstreaming in Oxfam’s Projects with the main focus on 2 projects including Inclusion in Water Governance and Women’s Economic Leadership and empowerment in ASEAN;
  • Partner Relations and management;
  • Project Development and Management;
  • Project Monitoring Exchange Learning (PMEL)

Starting date: 01 April 2015

KEY RESPONSIBILITIES

Partner relations and management:

  • Maintain direct contacts with partners for Reporting and quality assurance.
  • Maintain direct contacts with Women’s Rights Organisations to assess their organisational and advocacy capacities.  
  • Identification , development, coordination and management of the gender mainstreaming needs of local partners and NGO and Government projects in the Water Governance project
  • Appraise project progress reports, ensure feedback to partner organisations & monitor agreements, and ensure registration in the  administrative system

Project Development and Management

  • Contribute to strong regional mobilization of WROs, (including the SEA Women’s Caucus on ASEAN) with knowledge and capacity to advocate with and monitor national regulatory bodies and ASEAN bodies on laws and policies which support women’s economic rights on the basis of equality and non-discrimination
  • Initiate and play an active role in the development of gender mainstreaming and women’s leadership in water governance and women’s economic empowerment. Including contributing to, identifying and maximising linkages across all Oxfam’s work.
  • Identify potential opportunities for local and regional co-operation and (back-donor) financing that contribute to the goals of Oxfam and develop and maintain partnerships. This includes contributing to the team’s  development and implementation of projects and programmes that (potential) back-donors (could) finance
  • Contribute to the development, implementation and monitoring of the annual contracts.

Project Monitoring Exchange Learning (PMEL)

  • Report to the Regional Gender Advisor and coordinate with the Water Governance Project manager and team on the progress made in the annual plan and regional plan, both related to the Oxfam grant management and program development, and also coordinate the communication around this.
  • Initiate and facilitate activities concerning knowledge & information management with partners and the team to strengthen the effectiveness and implementation of programmes and lessons learned.
  • Facilitate the networking between partners and relevant external actors like knowledge & research institutes, and initiate and facilitate reports and any publications in this area.
  • Facilitate the identification,  organization and monitoring of capacity building processes for partners on gender mainstreaming and women’s transformative leadership
  • Under SMS process, contribute to the implementation of Oxfam Joint Country Analysis Strategy (JCAS)or the new Oxfam Country Strategy and Oxfam Global Strategy of advancing Gender Justice

SKILLS AND COMPETENCE

Job Specific Competencies

  • Degree in gender studies plus minimum five years experience in project management and development for INGO
  • Experience in developing project proposal/portfolios of local partners
  • Experience in partnership programming 
  • Excellent skills in funding/grants management
  • Strong understanding of monitoring, evaluation and learning
  • Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
  • Excellent communications skills in English, with knowledge of Asian languages is preferable

Gross monthly salary: 9 – 10 million LAK (equivalent to 23,000,000VND – 25,500,000VND)
