PURPOSE:
This position directs and oversees the implementation of HR programs and processes to ensure the most effective utilization of human capital needed to maximize business performance in the designated region.  The Regional HR Business Partner influences the alignment of HR and Operations by engaging country and regional leadership to gain acceptance for strategic HR decisions. Specifically, the Regional HR Business Partner will ensure the successful execution of HR policies and processes to ensure appropriate compliance in the following areas: Organizational Effectiveness, Total Rewards, Staffing, Learning, Performance Management, Employment Practices, and HR Communications for their region.  The Regional Human Resources Business Partner will model and promote organizational values and behaviors.

The Regional Human Resources Business Partner will report to the Division Director of Human Resources, and work in partnership with the Country Program and Project Managers. As this position will serve as HR Business Partner and liaison between HQ (Headquarters) and Country programs/Projects offices located in China, Vietnam, Cambodia and Thailand (countries may vary), on a variety of key human resources functions - frequent travel between each of the country offices is to be expected

DUTIES and RESPONSIBILITIES:
- Collaborate with Country Directors and designated in-country representatives to ensure that HR systems, including policies and procedures are developed, continuously monitored and updated, and are compliant with local laws and in line with HQ standards.
- Support the Program/Project Management  by providing strategic HR guidance and driving regional HR practices (e.g., HR Review, coaching/development, 360, etc.)
- Develop, implement and monitor all HR county office support systems including recruiting, performance management, benefits and compliance to ensure smooth functioning, communication and coordination with HQ.
- Ensure that contractual, compensation, financial and legal issues are compliant in the local offices and in accordance with HQ policy.
- Ensure that hiring and employment practices are in compliance with organization and local standards.
- Provide recruitment support including selection training to Country Directors and ensure that on-boarding systems and processes are in place.
- Partners with divisional and HR partners (Staffing, Talent Management, Compensation and Benefits, Employment Relations, Training) to identify strategies to meet short and long-term HR needs in the - Recommend and manage/conduct training on a variety of topics ranging from HR policies and procedures to professionals and leadership skill development.  Will also identify staff development opportunities and help leaders find or create development opportunities for their staff. 
- Ensure that personnel files are maintained and appropriately copied to HQ including contracts, job descriptions,  performance evaluations and exit interviews.
- Recommend best practices to create opportunities for information flow between HQ and country offices, as well as look for opportunities for inter-country information sharing.

QUALIFICATIONS and SKILLS:
- Desire and ability to frequently travel to country offices
- Familiarity and experience in international human resource management
- Experience with resolving employee relations situations and legal issues relevant to employment in country office regions
- Ability to work well and communicate effectively with others; role requires serving multiple constituencies and moving initiatives forward
- Good interpersonal, organizational, planning and analytical skills are essential
- Advanced knowledge of the principles, practices and procedures relevant to global Human Resources Management is required
- Demonstrated excellence in writing and developing personnel policies and procedures is required.
- Demonstrated ability to develop sound recommendations and effectively plan, direct and evaluate the work of others.
- Demonstrated ability to effectively deliver interactive training programs on a variety of topics. 

REQUIREMENTS:
Experience: 8+ years in Human Resources. Progressive HR generalist experience, including labor relations, union avoidance, EEO and affirmative action, government compliance and training
Education: The knowledge, skills and abilities typically acquired through the completion of a bachelor's degree program or equivalent degree in a field of study related to the job.

Travel Required: 25-50%
