Regional IT Officer

HI has been present in the Mekong region since the 80s with permanent presence in Cambodia (1982), Viet Nam (1992), Lao PDR (regular presence started from 1996), and China (first relief efforts were rolled out in some provinces between 1998 and 2000). HI is working today in more than 60 countries, is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

HI – Mekong Program is currently seeking a qualified and motivated person to work in the position of Regional IT Officer for the four countries of the program (Laos – Cambodia – Vietnam- China).

Position type: Full Time (40 hours per week)

Base location: Vietnam (remote support to Laos - Cambodia –China)

Type of Contract: Unspecified Duration Contract (UDC)

Expected starting date: 1st March 2022

Salary and Benefits Package: Salary rank is between 1,496$ – 1,748$ based on experiences and other benefits are in accordance with HI’s remuneration policy.

Main responsibilities and activities: 

  • Deploy ICT charter in the program (Laos- Cambodia – Vietnam- China) and provide orientation on ICT charter to a new comer
  • Provide training of ICT equipment and use of relevant software to IT user
  • Monitor compliance on ITC chart and provide regular report
  • On-site /remote troubleshoot hardware and software issues related to internal IT
  • Provide effective solutions to those problems with a minimum of disruption or refer the problem to the RLM;
  • Running regular checks on network and data security;
  • Identify and draw-up IT infrastructure strategy, architecture, and processes for each site of the countries in the Mekong;
  • Overseeing and determining timeframes for major IT projects including system updates, upgrades, migrations and outages
  • Maintain and update staff emails contact address as well as email signature
  • Managing IT budget
  • In coordination with other logisticians of other sites of the countries (Laos - Cambodia- China) in the program to organize annual physical IT equipment inventory;
  • Identify the needs and support the yearly plan for renewal of IT equipment in collaboration with other logisticians in the programs. Alert RLM in case of urgent needs

Desired qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent experience
  • Experience leading and managing large IT projects and rolling out IT infrastructures across various technologies
  • Excellent working knowledge of computer systems, security, network and systems administration, databases and data storage systems, and phone systems
  • Excellent project management skills and strong ability to prioritize
  • Firm grasp on IT infrastructure and operations best practices
  • Strong critical thinking and decision-making skills
