Job Summary:

Provides technical leadership to project teams to ensure FHI 360’s minimum standards for safeguarding program participants are well integrated. The person in this position will have strong knowledge and background in safeguarding-related programming in international development. Provides technical advice based upon expertise and knowledge of international standards, donor requirements, and FHI 360 safeguarding policies and procedures. Builds capacity in country, regional or global program staff. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. May contribute to proposal design and protocol development to ensure safeguarding best practices and requirements are included in the design. Provides leadership by staying current of evolving technical standards, guidelines, and program developments in area of safeguarding. Responsible for sharing best practices related to safeguarding and contribute to the knowledge base through participation in forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. May be required to coordinate and work with a diverse group of organizations, such as: the Ministry staff, international and national partner organizations, and the USAID missions and other funders in order to complete work.

Accountabilities:

  • Provide technical leadership in safeguarding and protection-related programming.
  • Participate in resource development activities, including safeguarding guidance, tools, training modules, and other materials.
  • Responsible for accomplishing assigned job responsibilities and following the standards and practices of the department and division.
  • Responsible for planning and scheduling own workflow and timetables, within area and function guidelines.
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
  • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs, as relevant and needed.
  • Assists project teams in adhering to FHI 360's safeguarding standards (requirements) and aligning efforts to FHI 360's s organizational strategy, policies, and funder requirements.
  • May serve as a departmental resource on procedural, administrative, and operational issues.
  • Performs other duties as assigned.

Applied Knowledge & Skills:

  • Ensures appropriate and timely technical support to field programs, including supporting country offices and project teams in integrating safeguarding strategies and adhering to FHI 360’s safeguarding requirements.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Conducts routine virtual and in-person coordination with and training to project personnel, including project level safeguarding focal points.
  • Strong knowledge of FHI 360's policies and minimum standards related to safeguarding.
  • Solid knowledge of international standards and best practices related to safeguarding in international development, including in humanitarian and development settings.
  • Ability to manage own work to job and performance standards.

  • Effectively applies knowledge of technical area to solve range of problems.
  • Demonstrates ability to develop solutions to problems that cannot be solved using existing methods or approaches.
  • Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines.

Supervision Given/Received:

  • Coordinates own workflow and sets individual priorities.
  • Works under general guidelines for completion and accuracy as determined by the Director of Safeguarding and Program Support (supervisor).
  • Accomplishes results through supporting project-level staff, including project leaders, safeguarding focal points, and other staff who have safeguarding related duties.
  • May manage a centralized functional area of activity or specific safeguarding-related project in the region.

Education:

  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Experience:

  • Typically requires 5-8 years of relevant experience in management of large projects and/or programs.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English.
  • Preferably based in Asia-Pacific region in a country where FHI 360 operates.
  • Demonstrated experience as a technical advisor or technical officer in a related technical area (safeguarding, protection, or gender, equity, and social inclusion)
  • Experience in integrating safeguarding strategies in international development programs and providing training and capacity building activities to various stakeholders.

  • Personal Computer, Microsoft Office (Word, Excel, PowerPoint, etc.,), e-mail, telephone, printer, calculator, copier, cell phones, PDAs, and other handheld devices.

Travel Requirements:

  • 10% - 25%
