Renewable Energy Projects Technical Advisor

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

Renewable Energy Projects Technical Advisor (24 month duration), work base: Hanoi with frequent travels to project sites in Hoa Binh and Quang Nam provinces.

WV Vietnam has 43 Area Development Programs (ADP). ADP is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. 

“Sustainable Business Model to Deliver Renewable Energy to Rural Villages in Vietnam” (REEEP) and “Integrated and Sustainable Clean Energy Solution for Vietnam” (EEP) Projects are new projects supported by WVV. While REEEP project is expected to create a sustainable business model for using renewable energy and energy efficiency in ethnic communities in Yen Thuy and Lac Son, Hoa Binh, then in other areas in Vietnam, EEEP project will increase the access of marginalised ethnic communities and the schools in Tra My and Phuoc Son districts, Quang Nam province to renewable energy and energy-efficient technologies for cooking, lighting and electrical machinery.

Key functions:

- Provide technical oversight for the REEEP and EEP projects in Yen Thuy and Lac Son districts, Hoa Binh and Tra My and Phuoc Son districts, Quang Nam during project implementation
- Ensure quality delivery of project activities, outputs and outcomes as per the log frames/ plans of action (POAs) for both projects through active support to relevant project officers based in the districts
- Ensure technologies are appropriate and contextualised for rural poor and marginalised communities where World Vision is currently operating

Tasks to be undertaken:

- Annual planning and finalisation of annual budgets including detailed activity descriptions for each project
- Coach and mentor field based project officer roles on technical components of the projects and key project deliverables
- Provide technical orientation about renewable technologies to be piloted to field staff, ADP staff and local partners
- Communicate/work closely with World Vision Australia technical advisors and ADP Managers to ensure the project implementation as per projects’ technical designs.
- Develop consultancy needs and defining suitable and qualified consultancies for the projects, and the consultancy fee can be settled at NO according to WVV’s level of authority.
- Provide technical support for project teams in advocating activities such as working with relevant government agencies to support project implementation or disseminating project approaches, etc.
- Together with WV DME (design – monitor – evaluation) staff provide technical coaching to establish a robust M&E (monitoring & evaluation) system of project (aim to improve the implementation of M&E activities to manage and control the quality of project implementation, include baseline and end of project surveys; periodic measurement of indicators as designed; supportive supervision; etc.)
- Provide frequent field visits to conduct supportive supervision and technical review of the technologies and their application
- Provide support for projects’ teams in documenting project deliverables.
- Compile quarterly reports and annual reports  

Requirements:

Qualifications required:
- Bachelors degree in engineering - mechanical preferred
- Minimum 3 years work experience in renewable energy or energy efficiency sector
- Minimum 2 years experience in planning, implementation, managing and monitoring of international development projects in renewable energy, energy efficiency or clean energy and related fields such as micro enterprise development, technical training and capacity building
- Fluency in writing and spoken English

Professional experiences required:
- A proven track record in managing and administrating multi-year projects
- M&E - both quantitative and qualitative methods - and ability to monitor progress against the annual POA and budget on the basis of the log frames of each project
- Demonstrated high level technical writing and communication skills in particular in the preparation of technical reports
- Highly developed personal communication and people skills with evidence of track record in effective team and collaboration
