The purpose of this announcement is to provide potential applicants notice that Abt Associates issued a multiple award Request for Applications (RFA) for a program entitled: Collect and Analyze Data Required to Conduct an Actuarial Assessment of the Current Viability of the Vietnam Social Security (VSS) Scheme on March 6, 2015. Abt Associates, through its USAID-funded Health Finance and Governance (HFG) project seeks to use these awards in Vietnam to assemble and clean a dataset derived from the VSS’ claims database and other relevant sources of data, and to use this dataset to create an actuarial model that the Ministry of Health (MOH) and VSS may use to model various options for defining their health insurance benefits package.

Abt Associates requests applications from registered local research organizations that have strong capacity and experience with data collection and analysis in the health sector in Vietnam. Abt Associates anticipates issuing one fixed price subaward for the subject Request for Assistance with a final subaward budget to be determined via negotiations between Abt Associates and the selected applicant. The anticipated period(s) of performance is April 20, 2015 – September 30, 2015.

Questions concerning this RFA should be submitted via e-mail to [email protected], by phone to Dam Duy Lam or via hand delivery of hard copy of the questions to Lam Duy Dam before 5:00pm local time on March 20, 2015. A written response to all questions will be provided to all applicants.

Contact or correspondence with any other Abt Associates or HFG personnel or USAID is discouraged and in any case, information so obtained shall not be binding upon Abt Associates nor shall Abt Associates be responsible for errors therein.

Applications must be received in EITHER electronic via e-mail to [email protected] or hard copy format at the Abt Associates office in Hanoi (see address above) no later than 5:00pm local time on April 6, 2015. Late applications will not be considered for award. Specific application submission instructions can be found within the RFA document.
