Request for Expression of Interest - Educational Website Development

World Concern Development Organization (WCDO) in cooperation with the Ministry of Education and Training (MOET) has received financing from the World Bank toward the cost of the “Intergenerational Deaf Education Outreach” (IDEO) Project, and intends to apply part of the proceeds for consulting services.

“The Services” include the development of an Educational Website of which the objective is to promote information and understanding of the Intergenerational Deaf Educational Outreach Project’s vision, goals/objectives, principles, approach and methods, and make the information about its activities, achievements and outputs more accessible and provide a conduit for dialogue and sharing of lessons learned with stakeholders. The Educational Website should be maintained throughout the project life and beyond.

The WCDO now invites eligible web design companies (“Companies”) to indicate their interest in providing the Services. Interested Companies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (eg. brochures, description of similar assignments, experience in similar conditions, availability of appropriate staff skills, etc.). The shortlisting criteria include: (i) A legal entity with business license for designing, developing and maintaining websites granted by the competent authority; (ii) A company with at least 5 years experience in designing, maintaining and developing commercial websites; (iii) A company with records of at least 5 websites developed for clients; (iv) Preference is given to companies that hire people with disabilities or other vulnerable groups.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.    

A Consultant will be selected in accordance with the Selection based on Consultants’ Qualifications method (CQS) set out in the Consultant Guidelines.
