Request for Expressions of Interest
The Ministry of Construction of the Socialist Republic of Vietnam has received from the World Bank toward the cost of the Project Preparation Technical Assistance Facility (PPTAF). The Ministry of Construction intends to use this financing to hire consulting services to assist in delivering the expected safeguard frameworks for the Northern Mountain Urban Program (hereafter called “the Program”).
The objective of the consulting services (“the Services”) is as follows:
To prepare safeguards frameworks for the Northern Mountains Urban Program divided on three distinct sections to be: Environmental Social Assessment Framework, Resettlement Policy Framework and Indigenous People Framework
The Ministry of Construction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
A consultant will be selected in accordance with the procedures set out in the World bank’s Guideline: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
Interested consultants may obtain further information at the address given below from 8:00 to 11:30 hours and from 13:30 to 17:00 hours, Monday to Friday.
Expressions of interest in English and Vietnamese must be delivered to the address below no later than 17:00 hours (local time) on June 15, 2013.
