Request for Proposal for Development of Outline PRAP of Lam Dong

The Lowering Emissions in Asia’s Forests (LEAF) program is a 5 year program of the  United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA) that complements the efforts of numerous other donor organizations, private sector investors, and non-government organizations (NGOs) who are working to develop REDD+ capacity and operational frameworks in parallel with on-going United Nations Framework Convention for Climate Change (UNFCCC) negotiations that seek to define an effective and equitable REDD+ mechanism.

In the framework of Component 1, Vietnam LEAF project will support pilot initiatives for emissions reduction through the development of the Provincial REDD+ Action Plans (PRAP); formulation of sustainable forest management plans for forestry companies and integrated emissions reduction in the development of master plans for forest protection and development for the period 2013 - 2015 for a number of forest owners. Development of Provincial REDD+ Action Plan (PRAP) is one of the top priorities mandated by the NRAP in the period of 2011-2020. Lam Dong has been identified as one of the provinces with high potenial for reducing emissions in the forestry sector and one of the provinces chosen for implementation of pilot REDD+ activities. This consultancy is to play a significant role in helping Lam Dong PPC develop and execute the PRAP. Experiences from this pilot exercise will be replicated for development of PRAP in other provinces.

Objectives of the assignment are to develop the outline PRAP for Lam Dong Province for the period 2014-2020 for submission to the Lam Dong PPC for approval. The Lam Dong outline PRAP must also contribute to implementation of the Provincial Forest Protection and Development Plan (2011-2020) approved in Decision No. 18/QD-UBND of Lam Dong PPC dated on January 5, 2013 and in accordance with the objectives and contents of the NRAP in Decision 799/QD-TTg of Prime Minister.

The work needs to be completed in the period of September, 2013 to December 2013, after date of signing the contract.
