INVITATION

Canada’s Department of Foreign Affairs, Trade and Development (DFATD) focuses its development assistance to ensure that aid investments address key development challenges and lead to concrete poverty reduction results. DFATD is providing funding support to the Strengthening the People’s Credit Fund Network (STEP) project, implemented by Développement international Desjardins (DID). The STEP project has the following ultimate outcome: “Increased financial security for Vietnamese men and women in targeted rural and agricultural areas by a more integrated and better performing Cooperative Bank of Vietnam (Co-opBank) and People's Credit Funds (PCF) network”.

The STEP project was officially approved by the Vietnamese Prime Minister on October 31, 2017, and will be implemented until March 31, 2024. STEP began implementing activities in January 2018, commencing with a comprehensive market study and an in-depth institutional and IT diagnosis, which formed the foundation and starting point for the key interventions of the Project.

The STEP project aims to strengthen the Cooperative Bank of Vietnam (Co-opBank) and 75 PCFs in 14 provinces in Vietnam through the development and dissemination of skills, tools and knowledge products across the PCF network. STEP is comprised of two (2) components:

  • Developing tools and competencies with Co-opBank in order to improve its skills and performance, and ability to serve as an apex of support for the People's Credit Funds (PCFs).
  • Enabling the PCFs to deliver a range of safe and sustainable products and services that meet the needs of the rural population.

DFATD, through the Embassy of Canada to Vietnam, in Hanoi, is seeking to hire a consultant or consulting team (hereinafter referred to as “Consultant”) to provide project monitoring and advisory services throughout the STEP project term, as required.

The Consultant’s main objectives will be to:

  • Monitor project progress and performance in achieving results;
  • Monitor project management and overall operating structure; and
  • Provide analysis, feedback, reporting and recommendations to ensure appropriate execution of the project activities and for improved performance.

The purpose of this Notice is to invite formal proposals from eligible Consultants, to provide the services described in Terms of Reference, Appendix A of the Request for Proposal. Based on an assessment of the proposals, a consultant will be invited to negotiate a contract for the provision of the service. The Embassy of Canada to Vietnam reserves the right to reject any or all of the proposals received. The amount allocated to this contract will not exceed CAD $100,000, inclusive of all taxes, expenses and fees. The anticipated start date of the contract is November 2019.
